Removing bottlenecks, mobilizing social resources
In recent years, Hanoi has had many policies to promote science, technology and innovation. However, practical implementation shows many difficulties and inadequacies. Many research tasks are not yet linked to production and business practices; science and technology results transfer activities are still slow; organizations and enterprises have not enjoyed appropriate incentives; administrative procedures related to finance, public investment, asset transfer and research results still have many problems.
The city also lacks specific policies to support key scientific and technological tasks chaired by enterprises without using the state budget. This makes the ability to mobilize social resources very limited.
In that context, the issuance of a separate resolution of the City People's Council to promote the development of this field is considered an urgent requirement.

Permanent Vice Chairman of the Hanoi People's Committee Le Hong Son emphasized: The issuance of the resolution is a step to concretize the development strategy of the capital towards science, technology, creativity and sustainability. The focus is on creating a legal, financial and organizational environment to encourage research, application, and commercialization of scientific and technological results; promoting linkages between the State - scientists - businesses - investors; gradually forming a synchronous and modern innovation ecosystem.
Driving innovation for development
The draft Resolution proposes 5 specific groups of breakthrough policies. In particular, many contents are institutionalized for the first time at the city level.
The city is allowed to place orders, select and directly assign key scientific and technological tasks to encourage the private sector to invest in research. missions recognized as key will enjoy full support and incentive policies. At the same time, the resolution stipulates the mechanism for transferring non-refundable assets, results, and products formed from the task of using the state budget through the Hanoi Technology Exchange.
The city will support up to 100% of the cost of purchasing and operating equipment for the research topic, and up to 50% of the cost of the experimental production project. Enterprises and research organizations will enjoy similar incentives to high-tech enterprises.
The policy of attracting experts, scientists and talented people has also been expanded, including both domestic and foreign experts, and prestigious overseas Vietnamese. In particular, apply the mechanism of spending contracts to the results and final products instead of making detailed estimates as at present.
For the first time, the resolution also adds regulations on budgeting for scientific, technological and innovation activities such as organizing seminars, establishing advisory councils, thematic working groups, attracting experts, etc.
Along with the city budget, the Hanoi Science and Technology Development Fund will act as an important funding channel, not bound by the requirement of capital conservation. The fund can provide funding, sponsorship, lending or support for organizations performing science, technology and innovation tasks.
It can be said that this Resolution is a document that "paves the way", contributing to removing bottlenecks that have lasted for many years in research, application and commercialization of scientific results. granting higher autonomy to organizations and individuals, while creating a synchronous financial, human and legal support system will strongly promote the role of science, technology and innovation in the development strategy of the Capital.
