Ben Tre Water Management Project (JICA-3 project) was approved by the Ministry of Agriculture and Rural Development (Ministry of Agriculture and Rural Development) in 2017. This is a large-scale irrigation project built in Ben Tre province , with a total investment of about VND 6,200 billion from the Japanese government loans. This project is assigned by the Ministry of Agriculture and Rural Development to Investment Investment Management Board 9 (Ministry of Agriculture and Rural Development) as an investor.
According to the Lao Dong Newspaper reporter, the JICA-3 project will build 8 sluices, including: An Hoa, Thu Cuu, Ben Tre, Tan Phu, Ben Ro, Cai Quao, clear water and fragrant. Up to now, 2 Tan Phu and Ben Ro sluices have been completed, put into use and are promoting efficiency in the work of preventing salinity and sweet storage.
The remaining 6 sewers, including: An Hoa, Thu Cuu, Ben Tre, Cai Quo, Vam clear water and fragrant, currently have not yet been constructed. Every year, when saline intrusion attacks, people in this region must be affected in agricultural daily life and production.
Mr. Le Van Van (living in Giao Long commune, Chau Thanh district, Ben Tre province) said that since 2017, when he heard the information on investment in Au Thich An Hoa on Giao Hoa river, he was very excited. However, after 8 years, this project has been slow to implement construction.

Information to the Lao Dong Newspaper reporter on the implementation progress of the JICA -3 project in Ben Tre province, Mr. Doan Van Danh - Director of the Department of Agriculture and Rural Development of Ben Tre Province - said that the JICA -3 project in Ben Tre Up to now, the two Tan Phu and Ben Ro has been invested has been promoting the effectiveness of salinity and sweet storage in recent years.
The remaining 6 sewers have not been constructed, according to Mr. Danh, the reason is that the exchange rate between the yen and the dollar has the difference of the team capital a lot, so it is not enough capital to execute. For this reason, the project has decreased by 2 sewers (clear water sewers and Thom culverts). Thus, the entire JICA-3 project is only 6 sewers left.
Mr. Danh said that this adjustment has been completed by the Ministry of Planning and Investment and is submitting to the Prime Minister for consideration. When the Prime Minister finished signing, the project started to organize international bidding.
