8 northern mountainous and midland provinces including Cao Bang, Dien Bien, Lai Chau, Lang Son, Lao Cai, Son La, Thai Nguyen, Tuyen Quang and the Ministry of Finance have just signed 11 lending contracts from foreign loans of the Government of Japan through the Japan International Cooperation Agency (JICA). Total value of 6,680 billion VND.
The capital will be used to implement the Rural Development Project adapting to natural disasters and the Infrastructure Development Project adapting to climate change to support ethnic minorities in mountainous and midland areas in the North.
Local leaders have signed re-lending contracts with the Ministry of Finance and signed emulation agreements to implement the project, committing to disburse 100% of foreign capital according to the assigned plan.
The signing of the re-lending contract is the starting point to implement VN24-P1, VN25-P1 loans, and deploy projects in 8 northern mountainous and midland provinces.

According to Mr. Hoang Gia Long - Vice Chairman of Tuyen Quang Provincial People's Committee, the Northern mountainous region is a strategic area, where a large number of ethnic minorities live, with agriculture still being the key economic sector and heavily affected by natural disasters and climate change.
In that context, JICA's preferential ODA capital contributes to completing the infrastructure system, improving the ability to adapt to climate change and improving livelihoods for people.
At the same time, creating conditions for localities to access management experience, technology and advanced knowledge, thereby promoting sustainable development and narrowing the development gap between regions.
