According to Document No. 7592/SNNMT-CCTL recently issued, the Department of Agriculture and Environment of Bac Ninh province clearly stated that in recent days, due to the impact of storm No. 4's circulation, moderate to heavy rain has appeared on a large scale in the province.
Floods on river routes continue to rise, in which the water level on the Luc Nam River at Chu reached 13m, at Luc Nam reached 6.3m, exceeding alarm level III; Thuong River at Phu Lang Thuong reached 5.3m, exceeding alarm level II.
Prolonged heavy rain has caused the soil to saturate water, increasing the risk of landslides in areas with steep terrain.
Some traffic routes in the province have had 3 landslide locations; many areas at the foot of slopes, along rivers and streams pose potential safety risks.
In Son Dong, Bien Son, and Tuan Dao communes, local authorities have organized the relocation of 17 households to safe areas.
Regarding the forecast that in the coming days, the areas in the province will continue to have heavy to very heavy rain, the water level of the riverbanks will remain at a high level, posing a risk of affecting the safety of the dyke system and irrigation works, the Department of Agriculture and Environment of Bac Ninh province requests localities to strictly implement the directions of the Chairman of the Provincial People's Committee, the Provincial Civil Defense Command and natural disaster response documents.
In which, communes and wards are required to urgently review residential areas outside riverbanks, streamside areas, and steep slopes; develop plans to ensure the safety of people's lives and property, and be ready to organize relocation when dangerous situations arise.
Military, police, and disaster prevention and control forces were mobilized to support the evacuation of people and maintain security and order in the moving area.
Along with that, irrigation works management units and local authorities strengthen inspection, patrol, and guard to protect dykes; prepare sufficient manpower, materials, and vehicles according to the "4 on-site" motto, ready to handle arising incidents, ensuring safety for dyke lines and irrigation works.
Localities are also required to mobilize shock forces to review, clear the flow, and operate maximum capacity of drainage pumping stations to limit flooding for agricultural production areas, industrial parks and residential areas that are being affected.
