Bac Ninh Provincial People's Committee has just issued Plan No. 248/KH-UBND to strengthen the handling of violations of the Law on Dikes and the Law on Irrigation in the province in 2026.
According to the assessment of the Sub-Department of Irrigation, in the past time, the management and protection of dyke and irrigation works in the province has achieved many positive results, and many violations have been detected and handled promptly.
However, the situation of encroaching on the protection corridor of works, illegal construction on riverbanks, dyke slopes, gathering materials, waste, illegal sand and gravel, overloaded vehicles circulating on dykes and discharging waste causing pollution to irrigation works is still complicated in some localities.
From 2025 to now, 532 violations have arisen in the province, including 159 violations of the Dyke Law (most in communes and wards managed by Dyke Management Unit No. 1 and Hiep Hoa Dyke Management Unit with violations of 35 and 34 cases respectively) and 373 violations of the Irrigation Law (140 cases in Bac Duong, 100 cases in Bac Song Thuong...).
There are still 17 concrete mixing stations outside the riverbank that have not been treated.
The Provincial People's Committee requests communes and wards to organize reviews and classifications of dike and irrigation violations, assess the level of violations and impacts for each case to come up with timelines and specific cases to be handled in 2026.
The plan also emphasizes promoting propaganda and dissemination of laws on dike protection, irrigation works and disaster prevention and control. Propaganda work must be carried out regularly in villages (wards) and continuously throughout the plan implementation period.
The Provincial People's Committee assigned the Department of Agriculture and Environment to preside over and coordinate with localities to review and assess the level of violations for each case of violation as a basis for localities to develop a roadmap and timelines for handling.
Inspect and urge the clearance of waste collection yards and sand and gravel collection in the dike protection corridor, irrigation works that have not completed procedures on investment, land and operating licenses according to regulations.
The Provincial Police directed grassroots police forces to organize inspections and handle violations in the area; assign officials to support violation handling teams, villages, and neighborhoods in clearing and organizing coercion of violations according to plan.
Based on the plan of the Provincial People's Committee, implement the Specific Violation Handling Plan in the managed area, and complete it before July 30.
The peak period of simultaneous deployment to handle violations is from August 1 to August 30, 2026.
Organize a summary of the results of the violation handling plan to be completed before October 15, 2026.
