The document was sent to the departments: Construction, Agriculture and Environment, Health; Civil and Urban Development Project Management Board; Traffic and Agricultural Project Management Board; People's Committees of Bac Ninh and Tu Son cities; People's Committees of Que Vo town, People's Committees of Tien Du and Gia Binh districts; Bac Ninh General Hospital and Bac Duong CTTL Exploitation Company Limited.
Accordingly, considering the proposal of the Department of Finance in the Official Dispatch dated April 28, 2025 on reviewing and handling 37 public investment projects with difficulties and problems, and temporarily suspending construction;
The Chairman of the People's Committee of Bac Ninh province assigned units to specifically report difficulties and problems, propose solutions to completely handle 37 projects in Bac Ninh province that have been reported to the Prime Minister in document No. 518/UBND-KTTH dated December 6, 2024.
The units are responsible to the Chairman of the Provincial People's Committee for proposing solutions to ensure safety, quality of the project, efficiency of exploitation of the constructed items and not causing waste of the state budget, and send them to the Department of Finance no later than May 9, 2025.
Assign the Department of Finance to preside over and coordinate with the departments of Construction, Agriculture and Environment and related units to synthesize and propose solutions for a complete, effective and feasible handling; report to the Provincial People's Committee no later than May 14, 2025.
Previously, as Lao Dong reported, in December 2024, the People's Committee of Bac Ninh province reported to the Prime Minister on the results of reviewing, synthesizing reports on projects, works that are backlogged, stopped, headquarters, offices that are not in use or are not ineffective under the management scope and area.
According to the report, there are 37 projects using public investment capital in Bac Ninh province that have encountered difficulties and problems during the implementation process and are having to temporarily suspend construction to resolve difficulties and problems.
Of which, the project is invested by the provincial level, the district level is invested by 14 projects, the commune level is 17 projects.
According to the report, there are 4 main difficulties and problems that have led to projects using public investment capital that are in the process of implementation having to temporarily suspend construction.
Specifically, problems in site clearance for 22 projects. Reasons from the contractor (weak construction capacity; enforcement of judgments...) for 8 projects; Difficulties in project documents and legal documents (need to add fire prevention tanks; control documents; waiting for adjustment of investment policies and projects) for 5 projects.
Difficulties in project implementation capital (commune-level capital sources are having difficulty in requesting support for higher-level budget capital) for the two projects.
