On June 28, Dak Lak Provincial People's Committee held an emergency meeting with departments, branches, localities and related businesses to remove difficulties and obstacles in the process of deploying public services and public utility services in 2026, especially the collection, transportation and treatment of domestic waste.
Previously, Dak Lak Urban and Environment Joint Stock Company suddenly announced the temporary suspension of receiving garbage at Hoa Phu landfill from June 28 due to not having been appraised and approved for the 2026 garbage treatment service estimate.
According to the business, from the beginning of the year to the end of May, the unit has handled more than 54,678 tons of garbage with a total value of about 7.37 billion VND. However, so far there is still no basis to sign contracts and pay for the completed volume, making it impossible for businesses to balance their own funds to continue operating.
After Hoa Phu landfill announced the temporary suspension of receiving, Dong Phuong Urban Environment Joint Stock Company - the unit collecting and transporting garbage in some wards in Buon Ma Thuot City (old) - also announced that it will temporarily suspend operations due to no longer having a place to receive garbage.
Mr. Tran Van Bich, Director of Phuong Dong Environment Co., Ltd., said that the unit was forced to temporarily stop collecting because Hoa Phu landfill stopped receiving waste.
According to Mr. Bich, after nearly 30 years of operating in the field of environmental sanitation, this is the first time he has witnessed a landfill in Dak Lak having to temporarily stop operating. If garbage is congested for a long time, the amount of leachate generated will cause a serious environmental pollution risk. The business hopes that the government will soon have solutions to remove obstacles so that garbage collection and treatment activities are not interrupted.
Dak Lak Urban and Environment Joint Stock Company confirmed that the unit has issued a notice to temporarily suspend the receipt and treatment of domestic waste at Hoa Phu landfill.
Currently, the enterprise is operating and treating domestic waste in the former Buon Ma Thuot City (now including 6 communes and wards) in the form of ordering from the Buon Ma Thuot Construction Investment Project Management Board.

From January 1 to May 31, the company handled more than 54,000 tons of waste, with a total value of about 7.3 billion VND. However, because the estimate for waste treatment services prepared by the Buon Ma Thuot Construction Investment Project Management Board has not been appraised and approved by departments and branches, the enterprise has not been able to sign an official contract as well as pay for the volume of work performed.
At the meeting, Vice Chairman of Dak Lak Provincial People's Committee Nguyen Thien Van requested Dak Lak Urban and Environment Joint Stock Company to continue operating Hoa Phu landfill; Dong Phuong Urban Environment Joint Stock Company to urgently restart waste collection and transportation activities on June 28.
Mr. Van requested businesses to continue to maintain normal operations, absolutely not to let the collection, transportation and treatment of waste be interrupted; not to let waste accumulate, affecting people's lives and causing panic in the community.
At the same time, the leaders of the Provincial People's Committee assigned relevant departments and agencies to urgently complete procedures and remove all obstacles to ensure the signing of contracts, payment of costs and deployment of public utility services in accordance with regulations, especially in the context of the two-level local government model officially coming into operation.
