Selecting delegates to meet development requirements in the new stage
Currently, the election campaign is entering a peak period. According to regulations, the election campaign time will end on March 14 - 24 hours before the voting time (March 15).
The list of candidates participating in the election of National Assembly deputies of the 16th term and People's Council deputies at all levels this time has a very reasonable structure to ensure full social strata. The list of candidates includes leaders of central ministries and sectors, legal experts, businesses, religious organizations...
The number of delegates in central agencies and the number of full-time delegates at the central level increased by about 10 people, from 207 to 217 people (43.4%); and decreased correspondingly in localities, from 293 to 283 people (56.6%).
To ensure that each voter's vote fully expresses the wishes and expectations of voters, and elects the most worthy National Assembly deputies, Mr. Nguyen Quang Huan - National Assembly deputy of the 15th term, Member of the National Assembly's Committee for Science, Technology and Environment, said that voters need to proactively learn carefully about the information and action programs of candidates, not only looking at the structure or title, but importantly the capacity, prestige and ability to represent the people.
Mr. Nguyen Quang Huan emphasized that it is not for the sake of structure to lower the standards of delegates and the requirements for delegates to perform their duties well, meeting the trust and entrustment of voters.
People with work experience, who have worked or are working in industries and fields, have practical experience in management, administration or social work, understand and have the ability to analyze the local situation. Capacity is the ability to organize activities, mobilize, and coordinate the implementation of political, economic, and social tasks in the locality.
People with experience and working capacity will contribute to enhancing prestige in the community and voters, and have the ability to represent the will and aspirations of the people in the constituency. Educational level and professional qualifications will help delegates understand and participate in policy making and supervising policies and laws related to the locality.
In particular, National Assembly deputies of the 16th term and People's Councils at all levels must link legislation with practice. In which, focus is placed on requirements for understanding modern governance, market economy, digital transformation; policy criticism capacity; inter-sectoral thinking.
These are the bases for the people and voters to choose to introduce deputies to run for election, as well as choose when voting, to choose deputies who are truly their representatives and perform well their duties in the new revolutionary period.
Reasonable combination between experienced people and new factors
Assoc. Prof. Dr. Nguyen Chu Hoi, Deputy of the 15th National Assembly, said that the 16th National Assembly election is opening up expectations for a generation of professional deputies. The deputy structure is expected to have a reasonable combination of experienced people and new factors, especially the deeper participation of managers, scientists, and people with practical knowledge of law-making and policy planning.
The product of the National Assembly is that laws and policies must originate from scientific grounds, be flexible and clearly define the powers and responsibilities between agencies. The highest goal is for the law to truly become a driving force, removing "bottlenecks" for the country's economy to break through strongly by 2030.
Deputy Chairman of the Committee for Delegate Affairs, Deputy Chief of the Standing Office of the National Election Council Office Ta Thi Yen said that personnel work serving 3 candidate consultation conferences was carefully prepared, ensuring structure, composition, and standards; the quality of human resources was improved, and the balance was reasonably and in accordance with regulations.
