According to the National Election Council, the polling area is the administrative geographical scope with a certain population. The division of polling areas has technical significance, in order to create favorable conditions for voters to exercise their voting rights.
Therefore, the voting area has a smaller administrative scope than the constituency and is determined by constituency.
In Article 11 of the Law on Election of National Assembly Deputies and People's Council Deputies, each unit elected to elect National Assembly deputies and the unit elected to elect People's Councils is divided into voting areas.
The polling area for the election of National Assembly deputies is also the polling area for the election of People's Council deputies at all levels.
Each polling station has from 300 to 4,000 voters. In mountainous areas, islands and densely populated areas, even if there are not enough 300 voters, a polling station is established.
Hospitals, maternity hospitals, nursing homes, care facilities for people with disabilities, care facilities for the elderly with 50 or more voters; people's armed units; compulsory education facilities, compulsory detoxification facilities, temporary detention centers may establish separate voting areas.
The determination of armed people's units as separate voting areas is decided by the Unit Command. The determination of the remaining voting areas is decided by the commune-level People's Committee and reported to the provincial-level People's Committee.
In necessary cases, the Provincial People's Committee adjusts the determination of voting areas. The determination of voting areas is carried out before the establishment of the Election Team.
The division of polling areas and identification of polling areas are specifically regulated in Circular No. 21/2025/TT-BNV and Guidelines on the exploitation and use of the Population Database and the National Identification Application (VNeID) in the process of compiling voter lists and printing voter cards to serve election work.
