With the spirit of focusing on and prioritizing the implementation of the new apparatus in the locality, the entire System has focused and proactively prepared all stages from human resource allocation to reviewing and converting compatible professional software... with the spirit of "ready to get involved".
The Vietnam Social Insurance system has established Standing Groups at Vietnam Social Insurance headed directly by the Director, Standing Working Groups at regional Social Insurance, and Working Groups at district-level Social Insurance.
The Working Groups are responsible for receiving, guiding, and answering arising issues in the implementation of the reorganization of the apparatus and the organization of local governments at 2 levels; inspecting, surveying, closely following the implementation at the grassroots level to promptly resolve difficulties and problems arising according to functions and tasks or reporting and advising competent authorities on handling.
Vietnam Social Insurance has issued many documents guiding local Social Insurance in implementing tasks according to the new model; assigning specific tasks to each unit, including promoting the implementation of receiving and handling administrative procedures (AP) regardless of administrative boundaries, creating maximum convenience for people, immediately resolving difficulties and problems arising in practice.
Strengthen information to people, employees, and employers about transaction addresses, headquarters, and phone numbers of social insurance agencies, making it easier for people to access, contact, and carry out procedures on social insurance, health insurance, etc.; guide the implementation of administrative procedures and public services when changing and merging administrative units, etc.
100% integrated on the National Public Service Portal
According to the report of the units at the meeting of the Standing Committee of Vietnam Social Insurance on the morning of June 30, under the direction of Director Le Hung Son, up to this point, after proactively reviewing the main functions of related professional software, Vietnam Social Insurance is ready to serve the people according to the 2-level local model.
The information technology system and software of Vietnam Social Insurance have been upgraded, updated with appropriate features and utilities.
Currently, Vietnam Social Security has provided 70 full-process online public services and has been 100% integrated on the National Public Service Portal, meeting the requirements of people and businesses. Organizations and individuals can choose to submit documents via electronic transactions to save time and costs.
At the same time, with a new organizational model associated with the two-level local government, Vietnam Social Security has restructured professional processes, linking with population data and data of ministries and branches; cutting down on procedures with data (residence, identification card, social insurance, vehicle registration, driver's license, etc.).
On that basis, promote the implementation of receiving and handling administrative procedures regardless of administrative boundaries, accordingly, many current administrative procedures can be chosen by employees to pay at any social insurance agency that is most convenient.
The change in arrangement according to the two models of provincial and municipal social insurance and grassroots social insurance (not organizing district-level social insurance) does not affect the settlement of regimes and rights of participants and beneficiaries.
Director of Vietnam Social Insurance Le Hung Son emphasized that in recent times, Vietnam Social Insurance has been urgently and seriously implementing tasks, preparing all resources to implement activities according to the 2-level local government model. The consistent guiding viewpoint of Vietnam Social Insurance is to "take people and businesses as the center of service, not let the conversion affect the rights of participants and beneficiaries of social insurance and health insurance policies".
