Sending a question to Vietnam Social Security, reader V.L said: "Please ask, I have permanent residence registration in a safe zone commune, a particularly difficult commune but live and work in another commune, not a safe zone commune, a particularly difficult commune, do you have health insurance to pay 100% of medical examination and treatment costs?".
Regarding this issue, Vietnam Social Security answers as follows:
Based on the provisions of Clause 5, Article 13 and Clause 2, Article 22 of the Health Insurance Law: "Persons who simultaneously belong to many different health insurance participants specified in Article 12 of this Law shall pay health insurance according to the first subject that is determined according to the order of subjects specified in Article 12 of this Law...", "Persons who belong to many health insurance participants shall enjoy health insurance benefits according to the subject with the highest benefit".
Clause 2, Article 5 of Decree No. 188/2025/ND-CP dated July 1, 2025 of the Government detailing and guiding the implementation of a number of articles of the Health Insurance Law stipulates:
People in revolutionary zone safe communes during the resistance war against France or against the US who are currently permanently residing in revolutionary zone safe communes during the resistance war against France or against the US have been updated information in the National Population Database, the Residence Database participating in health insurance by group paid by the state budget as prescribed in Clause 3, Article 12 of the Health Insurance Law" and have a level of enjoyment of 100% of medical examination and treatment costs as prescribed in Clause 1, Article 15 of this Decree.
