Information related to the recruitment and salary ranking of commune-level military command officers, Deputy Commanders, and Assistants has received much attention from readers.
In a document responding to the Department of Home Affairs of Khanh Hoa province, the Ministry of Home Affairs said that if they are former Deputy Commanders of the Military Command of the old commune level with college or university degrees at military schools and have served as Deputy Commanders of the commune's military for 5 years or more, they will be recruited to become new commune-level civil servants according to the provisions of Decree No. 170/2025/ND-CP.
The salary classification and classification into civil service ranks for Deputy Commanders of the new commune-level Military Command are based on the time of graduation from college and university at military schools, and at the same time with the time of compulsory social insurance contribution when working as a non-specialized person at the old commune level to be classified into civil service ranks (specialist or cadre rank) according to the guidance in Official Dispatch No. 7644/BNV-CCVC.
Accordingly, regarding salary ranking for Commanders, Deputy Commanders, Assistants of the Commune-level Military Command (new):
In case salaries are currently ranked according to the professional and nghiep vu salary scale of civil servants and public employees as prescribed in Decree No. 204/2004/ND-CP6, they will continue to be entitled to salaries according to the ranked ranks.
In cases where salaries are being ranked according to the salary scale of military rank officers of the People's Army; officers, non-commissioned officers of the People's Police and mobile phones or are being ranked according to the salary scale of professional soldiers of the People's Army and technical experts of the People's Police or according to salary scales for mobile phone staff, they shall be implemented according to each case according to the guidance in Clause 6, Clause 7, Section III of Circular No. 79/2005/TT-BNV7.
In cases not belonging to points a and b of this clause, it shall be implemented according to the calculation method in point a, clause 10 of Circular No. 79/2005/TT-BNV.
Accordingly, based on the working time in accordance with the provisions of law, suitable to the professional qualification requirements of the position of Commander, Deputy Commander, Assistant of the Military Command at the commune level (new), with compulsory social insurance contributions (if not continuously but has not received a one-time social insurance allowance, it is accumulated), ranked in the salary grade in the specialist - civil servant rank of type A1 (if having university degree) or civil servant of type A0 (if having college degree) specified in the professional and nghiep vu salary scale for officials and civil servants in state agencies (Tab 2) issued together with Decree No. 204/2004/ND-CP.
This is done according to the principle: Calculated from grade 1, every 3 years (36 months) is ranked up to 1 salary grade; after converting the time to be ranked into the salary grade in the civil servant rank, if there are months that are not enough 36 months, this number of months is counted as the time to consider the next salary grade increase or consider enjoying seniority allowances beyond the framework (if any).
