Storm No. 1 approaches the Gulf of Tonkin, Ministry of Construction requests units to be ready to respond

Storm No. 1 is forecast to enter the Gulf of Tonkin, the Ministry of Construction requests units to prepare vehicles, personnel, and 24/24 hour duty to respond.

Before the developments of storm No. 1 in the East Sea, the Ministry of Construction has just issued an official dispatch requesting affiliated units to proactively implement response measures to limit damage caused by natural disasters, ensure safety for people and vehicles and maintain smooth traffic.

According to the telegram, the Ministry of Construction requests Vietnam Maritime Electronic Information Co., Ltd. to direct coastal information stations to increase broadcasting time, closely monitor the developments and direction of tropical depressions and storms to promptly inform ships and boats to proactively prevent and avoid entering dangerous areas.

The Vietnam Maritime and Waterway Administration is requested to urgently deploy plans to regulate and control traffic and be on duty to prevent collisions at key bridges on the national inland waterway route. At the same time, coordinate with localities to guide ships and boats to anchor and avoid safely; direct the Vietnam Maritime Search and Rescue Coordination Center to arrange SAR ships (search and rescue ships - PV) in areas at risk of impact, ready to perform rescue and relief tasks when requested.

For the road sector, the Ministry of Construction requests the Vietnam Road Administration and local Departments of Construction to proactively deploy flood response plans, ensuring smooth traffic on roads under their management.

Units need to inspect and review areas at risk of flooding, landslides, and flash floods to have plans for handling and traffic diversion from afar; and at the same time prepare sufficient materials, vehicles, machinery and human resources to promptly overcome incidents when natural disasters occur.

In the field of railways, the Vietnam Railways Authority and Vietnam Railways Corporation must fully prepare materials, equipment and human resources to quickly overcome the consequences of rain and floods, ensuring train operations. At the same time, develop plans to stop trains, extend trains, increase trains or transfer passengers in case of rain and floods causing flooding, landslides, and disrupting train operations.

The Ministry of Construction requests agencies and units to organize 24/24 hour duty and implement the reporting regime to the Civil Defense Command of the Ministry according to regulations.

According to the National Center for Hydro-Meteorological Forecasting, at 7:00 AM on July 3rd, the center of storm No. 1 was located at about 17.4 degrees North latitude, 110.1 degrees East longitude, in the sea area northwest of the Hoang Sa special zone, about 110 km south of Hainan Island (China). The strongest wind near the center of the storm was level 8 (62-74 km/h), gusting at level 10.

Forecast for the next 24 hours, the storm will move in a North-Northwest direction at a speed of 10-15 km/h. By 7:00 AM on July 4, the storm's center will be in the sea area east of the Northern Gulf area, about 220 km east-southeast of Quang Ninh, with a sustained intensity of level 8, gusts of level 10.

By 7:00 AM on July 5th, the storm will continue to move in a North-Northwest direction and is likely to enter the coastal area of Quang Ninh with intensity level 8, gusts level 10.

At sea, the affected area includes the Northwest area of the East Sea (including the Hoang Sa special zone), from the night of July 3 expanding to the Gulf of Tonkin. Strong winds at level 6-7, near the storm center level 8, gusts at level 10; waves 2-4 m high, very rough seas. Dangerous weather can cause capsizing and sinking of fishing boats, transport ships, tourist boats and affect seafood exploitation, transportation, and tourism activities at sea.

For the mainland, from the afternoon of July 4, coastal areas of Quang Ninh, Hai Phong and Hung Yen provinces are likely to experience strong winds of level 6, near the storm center level 7-8, gusts of level 9-10; sea waves 2-3 m high, storm surge from 0.3-0.5 m.
