The Civil Aviation Authority of Vietnam (CAAV) has just issued a document requesting units in the industry to synchronously implement measures to ensure aviation safety and construction safety during the rainy and flood season.
According to the CAAV, before the weather diễn biến is forecast to be complicated, units need to proactively develop response plans to minimize the risk of affecting flight operations.
For Airports Corporation of Vietnam (ACV), Van Don International Airport and Phu Quoc International Airport, the Civil Aviation Authority of Vietnam requests a comprehensive review and inspection of the infrastructure of the airfield area, aviation works and works serving operation.
The inspection focuses on key areas, at risk of being affected by heavy rain, flooding, landslides, thunderstorms and other forms of natural disasters; promptly overcome damage and defects to ensure safe exploitation.
Units must also strengthen monitoring weather developments, proactively adjust exploitation plans to suit the actual situation; prepare sufficient manpower, materials, vehicles and equipment to be ready to handle arising situations.
For airports and airports that are implementing investment projects for construction, repair or maintenance, the Civil Aviation Authority of Vietnam requests investors and contractors to regularly inspect the site, review safety measures during the rainy and flood season; promptly reinforce and collect materials and equipment, avoiding affecting operation and project safety.
For Vietnam Air Traffic Management Corporation (VATM), the Civil Aviation Authority of Vietnam requests to strengthen monitoring of weather developments, closely coordinate with airport operators, airports and related units to promptly provide information to serve safe flight operations.
At the same time, VATM must review and inspect the entire system of radio stations, stations and equipment to ensure flight operations, especially in areas at risk of being affected by natural disasters; promptly overcome damage to maintain stable operation of the system. The unit also needs to review flight operation plans in unfavorable weather conditions, and proactively implement safety measures when natural disasters occur.
For construction, repair and maintenance projects managed by VATM, the Civil Aviation Authority of Vietnam requests investors and contractors to strengthen on-site inspections, reinforce works, and collect materials and equipment to ensure operation safety and project safety.

For airlines, the Civil Aviation Authority of Vietnam requests to proactively monitor weather developments, review and update operating plans in accordance with actual conditions. Airlines need to closely coordinate with airport operators, service providers ensuring flight operations and related units to adjust operating plans when heavy rain, thunderstorms or other natural disasters occur.
In case of having to adjust the operating schedule due to the impact of natural disasters, airlines must promptly notify passengers according to regulations, and at the same time fully implement measures to ensure operating safety.
For aviation port authorities, the Civil Aviation Authority of Vietnam requests to strengthen inspection and supervision of the implementation of safety assurance measures at airports and airfields under its management; promptly detect and request remedies for shortcomings that may affect aviation safety operations during the rainy and flood season.
In addition, port authorities need to closely coordinate with local authorities, airport operators and related units in disaster response and recovery; and promptly report to the Civil Aviation Authority of Vietnam when situations arising that affect aviation operations occur.
