In the process of national development, industrial parks and high-tech parks are increasingly becoming key economic areas. These are places that concentrate large production resources, attract domestic and foreign businesses, create jobs for hundreds of thousands of workers and laborers, and at the same time make important contributions to growth, exports, labor structure transformation and economic modernization.
Right in Workers' Month 2026, the Political Work Department of Hanoi City Police (CATP) in coordination with the Trade Union organization implemented the Program "Propaganda, dissemination, and legal education for workers and laborers in the City" with the participation of 1,000 officials, workers, and laborers of K+K Fashion Company (Ngoc Hoa Industrial Cluster, Chuong My ward, Hanoi City).
Colonel Tran Van Hoa - Head of the Political Work Department of the City Police (CATP) - said: "The program of propaganda and legal education for workers is a practical activity, contributing to ensuring security and safety of industrial parks and export processing zones in the city. From there, raising the sense of responsibility of workers and employers in ensuring security and order; actively building self-management models...".
At the program, Hanoi City Police emphasized the issue of network security and warned workers and laborers about some tricks of fraud and appropriation of property in cyberspace such as impersonating state agencies, "love traps" on social networks... At the same time, pointed out preventive measures such as being vigilant against strange phone numbers, absolutely not providing bank account information...
In Bac Ninh - one of the major industrial centers of the country, the police stations of Que Vo Industrial Park, VSIP, Tien Son, Yen Phong are playing a core role in ensuring security and order, building a safe and healthy investment environment.
At Yen Phong Industrial Park Police Station, the police force regularly coordinates with professional teams, industrial park infrastructure protection forces, and local police bordering areas to organize closed patrols 24/24 hours; strengthen control at key roads, business gate areas, and worker dormitories during peak hours.
Along with patrols, the police force also directly propagates to workers and laborers about the methods and tricks of criminals, especially criminals using high technology to defraud and appropriate property. In the context that workers regularly use smartphones, receive salaries through accounts, and participate in social networks, the risk of being defrauded by tricks impersonating functional agencies, online recruitment, app loans, and virtual financial investment is increasing.
Early warning and guiding self-protection skills for workers is a method of security protection from the grassroots level. When workers understand the law, raise their vigilance, are not dragged down, are not exploited, the working environment will be more stable, businesses will be more assured, and the area will be safer.
In Dong Hung commune, Hung Yen province, where there are over 300 enterprises, production and business establishments operating in 3 industrial clusters Dong La, Nguyen Xa and Dong Cac, including 12 foreign-invested enterprises, the Economic Security Department has coordinated with Dong Hung Commune Police to organize surveys and assess the security situation; guide enterprises to build and supplement plans to ensure security and order; improve the effectiveness of internal protection, protecting state secrets, business secrets; and at the same time help enterprises proactively identify and prevent the risk of complicated cases related to labor relations.
This approach clearly shows the role of security work in protecting national security: Not waiting for the incident to occur to handle it, but grasping the situation, analyzing, forecasting, and coordinating to resolve it early. For issues with potential complex risks, the economic security force proactively coordinates with local authorities, functional agencies and businesses to propagate, mobilize, and resolve them right from the grassroots level, not to let "hot spots" form, not to affect production, business and investment environment.
Building a people's security posture in enterprises
For many years, the Ministry of Public Security and the VGCL have had many coordination programs. That coordination and companionship has become a solid fulcrum in ensuring national security, maintaining social order and safety, preventing and combating crime and social evils.
Since 2017, the Ministry of Public Security and the VGCL have signed the Coordination Regulation No. 03/QC-BCA-TLĐLĐVN, laying the foundation for comprehensive coordination. After 5 years of implementation, this regulation has brought many outstanding results: Raising awareness and responsibility of cadres, soldiers, civil servants, public employees, and workers on protecting security and order; promptly resolving labor disputes, collective work stoppages; maintaining security and safety in industrial parks, export processing zones, and economic zones.
Based on that result, on April 25, 2023, the two sides continued to sign the new phase of Coordination Regulation, No. 04/QCPH-BCA-TLĐLĐVN, which is highly action-oriented and suitable to the new situation. The new Regulation emphasizes the tasks: Consolidating and replicating models and advanced examples in the movement "For National Security", "All people protect national security"; coordinating the fight against crime in the field of labor and trade unions; preventing social evils; ensuring security and safety of trade union agencies at all levels.
Up to now, the program has brought clear results. Many self-management models are being effective such as "Closed Camera Area", "Fire Prevention and Fighting Safe Family Group", "Safe Workers' Boarding Houses", Zalo groups connecting crime prevention and control between police and businesses, factory security. These models help information be transmitted faster, people and businesses participate more in preventing, detecting, and handling incidents.
To have peace, it is the result of the proactiveness, responsibility, closeness to the people, closeness to the grassroots of the police force; of a close coordination mechanism with businesses, authorities and workers; of early and remote handling of risks that may affect security and order. From the stability of each area, each business, each worker, creating a sustainable foundation for national security.
