Vice Chairman of Ca Mau Provincial People's Committee Le Van Su said that Ca Mau is determined to complete the task of digitizing each high-risk vehicle; registering and inspecting fishing vessels, including "3 no" vessels, vessels with expired inspection and expired licenses. Resolutely handling criminal and administrative violations related to IUU. Besides propaganda, Ca Mau province is also determined to handle them without any favoritism.
Through review, the whole province currently has 4,186 fishing vessels, with 100% of operating fishing vessels installed with voyage monitoring devices (GSHT), marking fishing vessels according to regulations; 94.7% of fishing vessels still have valid fishing licenses; 82.74% of fishing vessels are still registered; 100% of the province's fishing vessel data is updated on national management software according to regulations; there are 423 "3 no" fishing vessels (previously there were 528 "3 no" fishing vessels but 105 fishing vessels have been granted registration certificates); 71 fishing vessels have been sold (with purchase and sale contracts according to regulations) but have not yet completed the name change procedures. These fishing vessels have been listed for monitoring and propaganda so that the owners can comply with regulations.
Since the beginning of the year, Ca Mau province has received, investigated, and verified information about 11 fishing vessels and fishermen of the province involved in illegal exploitation of foreign waters who were arrested. The province's functional forces have detected and sanctioned 184 cases of violations in fishing with a total fine of 7.2 billion VND. 100% of the violations have been handled and updated to the software system for monitoring and managing administrative violation handling activities in the field of fisheries.
Law enforcement agencies have initiated 3 criminal cases: 2 cases of “Organizing and brokering for others to flee abroad or stay abroad illegally” with 5 defendants; 1 case of “Organizing and brokering for others to leave the country illegally”. In addition, the authorities are currently investigating and handling a number of cases of fishing vessels concealing or sending GSHT equipment; fishing vessels without registration numbers; and fishing vessels illegally entering the country.
Mr. Le Van Su - Vice Chairman of Ca Mau Provincial People's Committee - emphasized: "Digital records must be strictly ensured for each specific vehicle, must trace the actual status of the vehicle, only file and delete the set when the vehicle is no longer in actual operation. Must complete registration and inspection of 100% of vehicles when qualified. At the same time, strictly handle violations, focus on handling violating vehicles".
Vice Chairman of the Provincial People's Committee Le Van Su said that the province has launched a peak period, in which all forces of the province and Tran Van Thoi district will be concentrated to organize the implementation first in Song Doc town, to gain experience and direct other communes. In particular, it is necessary to overcome previous limitations in strengthening forces; providing professional training; coordinating in tracing, and completing records. In order to ensure that during the peak period, all vehicles that need to be digitized in the group of high-risk vessels must be digitized.
