According to Official Dispatch No. 5273/BXD-GD recently issued by the Ministry of Construction, the Phong Chau bridge project in Phu Tho province had a serious incident, collapsing two steel spans on September 9, 2024.
Performing the function of unified state management of construction quality as prescribed in Clause 1, Article 52 of Decree No. 06/2021/ND-CP dated January 26, 2021 of the Government detailing a number of contents on quality management, construction and maintenance of construction works, the Ministry of Construction requests the People's Committee of Phu Tho province to study and implement a number of contents.
Firstly, organize the settlement of the incident at Phong Chau bridge according to the provisions of Article 44 and Article 45 of Decree No. 06/2021/ND-CP. In particular, pay special attention to continuing to protect the scene and safety measures until the completion of the settlement of the incident in accordance with the provisions of law.
Second, according to the provisions of Article 46 of Decree No. 06/2021/ND-CP, the People's Committee of Phu Tho province (or the Ministry of specialized construction management, in this case the Ministry of Transport, when assigned by the Prime Minister) is the competent authority to preside over the organization of the appraisal of the cause of the incident and determine the responsibilities of relevant organizations and individuals.
During the appraisal process, the incident scene needs to be photographed, filmed, evidence collected, and necessary documents recorded to serve the appraisal of the cause of the incident and create an incident profile before implementing the next steps. Attention should be paid to collecting relevant technical documents during the management, exploitation, maintenance, and repair of the project.
Third, direct functional units to conduct salvage and clearance of riverbeds to ensure safety of inland waterway traffic when ensuring conditions for this work; promptly report to competent authorities and propose solutions to ensure traffic on National Highway 32C.
Fourth, direct the affiliated construction professional agencies to continue implementing the contents according to Official Dispatch No. 01/CD-BXD dated September 4, 2024, Official Dispatch No. 02/CD-BXD dated September 8, 2024 of the Ministry of Construction to ensure safety for people, property and production and business activities of people and enterprises.
