The arrangement of headquarters, facilities, equipment and conditions must ensure the service of the work of the agency or unit according to the new administrative unit model.
Based on existing headquarters conditions, transport infrastructure, means of transport and information technology, agencies and units can maintain work at many headquarters in the initial stage, to ensure state management in the merged areas, reducing difficulties in travel and living of cadres, civil servants, public employees and workers.

"Do not affect or interrupt the provision of public services to people and businesses," the People's Committee of Binh Dinh province directed.
The development of a plan for arranging, arranging, and handling public assets must be carried out in parallel with the development of a Project for arranging and reorganizing administrative units at all levels. "Detecting the arrangement and handling of assets as one of the bases for reviewing and evaluating cadres in the process of arranging and streamlining the apparatus", the People's Committee of Binh Dinh province emphasized.
The Provincial People's Committee assigned the Department of Finance, the Department of Agriculture and Environment, and the Department of Construction to promptly grasp any problems arising during the implementation process to guide agencies, units, and localities to adjust land use planning and construction planning, serving the conversion of surplus houses and land functions in accordance with their functions and tasks.
Previously, at the working session with key officials of 58 new communes and wards after the commune-level arrangement (May 5), Binh Dinh Provincial Party Secretary Ho Quoc Dung requested the district-level localities to urgently inventory, classify, and make a list of public assets according to the instructions of the Ministry of Finance and the Provincial People's Committee, as a basis for developing the arrangement project.
"Operating the new apparatus is definitely not to waste any facilities. Whoever is wasting it must be held responsible," Mr. Dung directed.
According to Mr. Dung, the arrangement process must specifically classify the functions of headquarters. "After handing over the headquarters to the new communes and wards, they must be put into use immediately, not to be wasted or lost," Mr. Dung suggested.
