On the afternoon of September 10, in the face of the alarming flood situation on major rivers in the area, the Provincial Party Committee - People's Council - People's Committee of Thai Binh province organized 3 delegations to inspect and direct response and recovery work.
From 2:00 p.m. on September 10, the first delegation led by Mr. Ngo Dong Hai - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Thai Binh Province inspected the dike on the right bank of Tra Ly, the left bank of Hong Ha 2 on the Tra Ly River and the Red River through Thai Binh City and Vu Thu District. Also participating in the inspection delegation were Colonel Tran Xuan Anh - Director of Thai Binh Provincial Police, representatives of the Provincial Military Command, representatives of the Department of Agriculture and Rural Development and leaders of Vu Thu District People's Committee.
Directly inspecting one of the vulnerable areas, the embankment near Nang sluice on Tra Ly's right dike through Phuc Thanh commune (Vu Thu district), Secretary of Thai Binh Provincial Party Committee Ngo Dong Hai requested the Steering Committee for Disaster Prevention and Search and Rescue at all levels, sectors, leaders of Vu Thu district People's Committee, dike guard teams and all classes of people to absolutely not be subjective, negligent, monitor every second and minute, day and night, the flood developments, especially the impacts from upstream; proactively, closely promote the highest principle of "4 on-site", be flexible and agile in responding to flood developments, not rely on or wait for superiors, handle according to authority and at the same time report promptly.
"Not only flood water, we must monitor and be ready to respond to objects drifting with the flood that can threaten the dike, affect the structure of the works, property, and people's lives. Regarding materials, means, and equipment for dike protection and handling urgent situations, from now on I suggest that whatever is necessary and lacking, we must immediately supplement it. In this situation, we must immediately issue and purchase it, not wait for estimates, not wait for decisions, policies... with the spirit that it is better not to use it than to use it," said Mr. Ngo Dong Hai.
Afterwards, the delegation led by the Secretary of Thai Binh Provincial Party Committee also inspected and directed the response to flood water, heavy rain, safety of irrigation works, and dikes at Phu Sa sluice on the left dike of Hong Ha 2 through Tu Tan commune and the weak dike section in Vu Van commune, Vu Thu district.
At these locations, the Secretary of the Thai Binh Provincial Party Committee asked and encouraged the forces participating in the task of protecting the dikes and sluices, and the people with farming and aquaculture areas in the affected areas, and at the same time directed everyone to raise their vigilance and be ready to respond to all situations and scenarios that may occur due to the impact of floods.
