The above orientation was given by Ho Chi Minh City Party Secretary Nguyen Van Nen when speaking at the meeting to evaluate the socio-economic development results of the first quarter of 2025, on the afternoon of April 2.
Speaking at the meeting, Mr. Nguyen Van should emphasize that, in the process of implementing the streamlined revolution, Ho Chi Minh City will merge administrative units, especially not to organize the district level, and at the same time reorganize the commune level.
This is an important change, requiring the city's staff to have an open mind, broad vision and think carefully about all solutions and implementation options.
Mr. Nguyen Van Nen said that the local government model after the arrangement will have only two administrative levels: commune and city levels.
In this context, part of the work of the district level will previously be transferred to the facilities, part will be transferred to the city's departments and branches. The spirit is that after the reorganization, the work of serving people and businesses will have to be better, not accepting weakness.
Mr. Nguyen Van Nen also informed that since the beginning of 2025, Ho Chi Minh City has reduced the number of administrative units from 312 wards, communes and towns to 273 units.
During this merger, the Secretary of the Ho Chi Minh City Party Committee paid special attention to not distinguishing according to district-level administrative boundaries, while avoiding the situation of communes being too large, causing inconvenience to people.
"We will use the common boundaries of the city to rearrange wards and communes, instead of relying on the old boundaries" - Mr. Nguyen Van Nen emphasized.
Regarding the naming of new wards, the Secretary of the Ho Chi Minh City Party Committee requested that the names need to be concise and easy to remember, while focusing on cultural factors and suitability with people's aspirations, making it convenient for digitalization in the future.

Mr. Nguyen Van Nen said that most district-level cadres will be transferred to work at commune levels, while some other cadres will be transferred to work at city-level departments and branches.
For part-time staff working in wards and communes, it is expected to be transferred to work in neighborhoods and self-management groups.
The Secretary of the Ho Chi Minh City Party Committee said that this is an opportunity to select, analyze and evaluate carefully, in order to build a team of quality personnel better than before.
Mr. Nguyen Van Nen affirmed that the reduction of staff will be implemented gradually, depending on the roadmap and specific job positions, according to Government regulations.
"The spirit is not to reduce in large numbers right after the arrangement, but to implement step by step" - Mr. Nguyen Van Nen emphasized.
In particular, the Secretary of the Ho Chi Minh City Party Committee requested that every individual in the government system make efforts and complete the work in the best way.
"We must prove that we are responsible people, have done a good job for the country and this city. That is the self-respect of each person" - Mr. Nguyen Van Nen said.
