Ho Chi Minh City plans to merge the Department of Construction and the Department of Transport to form the Department of Construction. Separate some functions from the Department of Construction to establish the Department of Planning and Architecture.

The Ho Chi Minh City Department of Home Affairs has just submitted a document to the Ho Chi Minh City People's Committee proposing a plan to continue to reorganize the administrative apparatus under the direction of the Standing Comrade of the Secretariat.

The Department of Home Affairs proposed that the Ho Chi Minh City People's Committee seek the opinion of the Party Committee of the Ho Chi Minh City People's Committee and the Standing Committee of the Ho Chi Minh City Party Committee on the policy of implementing the arrangement according to the direction of the Standing Comrade of the Secretariat in Official Dispatch No. 14020-CV/VPTW and Decree No. 45/2025/ND-CP of the Government.

Merge the Department of Construction and the Department of Transport to form the Department of Construction.

Establish the Department of Planning and Architecture on the basis of separating the state management function of construction planning and architecture from the Department of Construction.

Change the name of the Department of Natural Resources and Environment to the Department of Agriculture and Environment.

Previously, at the 21st session, the 10th term of the Ho Chi Minh City People's Council, term 2021 - 2026, passed a resolution on the establishment of a number of specialized agencies under the City People's Committee.

Establish the Ho Chi Minh City Department of Construction on the basis of merging the Department of Construction and the Department of Planning and Architecture.

Establish the Ho Chi Minh City Department of Transport from reorganizing the Department of Transport, receiving some technical infrastructure management functions of the Department of Construction and the Standing Office of the City Traffic Safety Committee.

Establish the Department of Natural Resources and Environment of Ho Chi Minh City on the basis of merging the Department of Natural Resources and Environment with the Department of Agriculture and Rural Development.

In addition to reorganizing the departments, the Ho Chi Minh City Department of Home Affairs also proposed to continue to reorganize a number of other administrative agencies based on the opinion of the Standing Committee of the Secretariat in Official Dispatch No. 14020-CV/VPTW.

That is, the Ho Chi Minh City High-Tech Park Management Board will be merged with the Ho Chi Minh City High-Tech Agricultural Zone Management Board into the Ho Chi Minh City High-Tech Park Management Board; The Ho Chi Minh City South Urban Area Construction Investment Management Board will be dissolved.

The Department of Home Affairs said that the City People's Committee has submitted a document to the Prime Minister and the Ministry of Home Affairs on this matter. At the request of the Government Office, the Department of Home Affairs has advised the Ho Chi Minh City People's Committee to collect opinions from relevant ministries before synthesizing and submitting to the Prime Minister for consideration and decision.

At the same time, the Department of Home Affairs also proposed that the Ho Chi Minh City People's Committee report to the Party Committee of the Ho Chi Minh City People's Committee and the Standing Committee of the Ho Chi Minh City Party Committee to consider the plan to merge the Committee for Overseas Vietnamese in Ho Chi Minh City into an agency under the Office of the Ho Chi Minh City People's Committee.
