Chairman of Ho Chi Minh City People's Committee urgently directs to continue streamlining the apparatus

Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc directed to urgently advise on the project to rearrange, reorganize or dissolve administrative agencies and affiliated public service units.

On March 18, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc issued urgent instructions on continuing to arrange and streamline the organizational apparatus at specialized agencies, administrative agencies and public service units under the Ho Chi Minh City People's Committee.

This directive was sent to the heads of departments, branches, sectors, administrative units, and public service units of the city, along with the Chairmen of the People's Committees of districts, towns and Thu Duc City.

Based on Decision 645/QD-UBND of the Ho Chi Minh City People's Committee, relevant units must urgently advise on the project to establish, reorganize or dissolve administrative organizations and public service units under their management.

The proposal dossier must be sent to the Department of Home Affairs before March 28 for appraisal and submission to the Ho Chi Minh City People's Committee for consideration and decision.

The dossier includes: Submission, Project (content must comply with the provisions of Decree 158/2018/ND-CP of the Government regulating the establishment, reorganization, and dissolution of administrative organizations and Decree 120/2020/ND-CP of the Government regulating the establishment, reorganization, and dissolution of public service units); draft Decision of the Ho Chi Minh City People's Committee.

In addition, the Chairman of the Ho Chi Minh City People's Committee also requested departments, branches, People's Committees of districts, towns, and Thu Duc City to review and advise on theabout of legal documents and administrative documents that are no longer suitable to ensure consistency and compliance with legal regulations.

Previously, Ho Chi Minh City had completed phase 1 of the process of streamlining the apparatus.

The number of specialized agencies under the Ho Chi Minh City People's Committee decreased from 21 to 16 departments, including: Department of Finance, Department of Home Affairs, Department of Construction, Department of Transport, Department of Science and Technology, Department of Culture and Sports, Department of Tourism, Department of Ethnic Minorities and Religions, Department of Natural Resources and Environment, Department of Health, Department of Education and Training, Department of Justice, Department of Industry and Trade, Department of Food Safety, Office of the City People's Committee and City Inspectorate.

In Thu Duc City, the number of agencies under the People's Committee decreased from 16 to 14. In districts and towns, the number of agencies under the People's Committee has decreased from 12 to 10.

Ho Chi Minh City also restructures project management boards.

Establish the Ho Chi Minh City Urban Development Management Board on the basis of merging the Thu Thiem Urban Development Area Management Board, the Northwest Urban Development Area Management Board and receiving a number of tasks from the Management Board for Investment and Construction of the New Urban Area of Ho Chi Minh City (after this board was dissolved).

Merge the Ho Chi Minh City Urban Infrastructure Construction Investment Project Management Board and the Management Board of Agricultural Construction Investment and Rural Development Projects to establish the Ho Chi Minh City Urban Infrastructure Construction Investment Project Management Board.
