Chairman of Binh Dinh Provincial People's Committee Pham Anh Tuan requested localities to urgently coordinate with the Department of Agriculture and Environment to guide fishermen to complete registration, inspection and licensing procedures for fishing vessels that have not been registered, have expired registration or fishing licenses.
Localities must make a management list, bring 16 fishing vessels that are not eligible for inspection, have not completed registration, inspection and licensing procedures to the concentrated area; seal and resolutely not allow these vessels to depart.
Continue to coordinate with authorities in the southern provinces to propagate and mobilize fishermen in the group of fishing vessels at high risk of violating foreign waters, committing not to violate during the exploitation process. These ships are required to connect to the VMS system upon departure.
In case fishing vessels do not install voyage monitoring equipment (GSHT), the Provincial Border Guard Command and localities must coordinate with competent authorities to resolutely not release them to sea.
The Chairman of the Provincial People's Committee requested the Provincial Border Guard Command to organize the handling of fishing vessels that violate regulations on GSHT connection as soon as they docked; prohibit them from continuing to go to sea if they violate.
At the same time, coordinate with telecommunications companies to verify the cause of the disconnection, do not let fishermen take advantage of technical errors or transmission problems to deceive authorities, and carry out illegal fishing in foreign waters.
Mr. Pham Anh Tuan assigned the Provincial Border Guard Command to direct Border Guard Stations/Stations to absolutely not allow fishing vessels at high risk of violating regulations on IUU fishing (illegal, unreported and unregulated fishing), including vessels without registration, inspection, fishing license or journey monitoring equipment.
The Border Guard force must control 100% of fishing vessels entering and leaving at the Border Control Station; strengthen inspection of fishing vessels operating in coastal areas in the province and be responsible to the Chairman of the province if the vessels do not have complete documents and documents to go to sea.
The People's Committee of Hoai Nhon town must strongly direct and implement relocation measures, not allowing fishing vessels to anchor at both ends of Tam Quan Fishing Port. Arrange separate areas for small ships (under 15 meters) and do not let these ships anchor in the waters in front of Tam Quan Fishing Port.
The People's Committee of Quy Nhon City coordinates with relevant agencies to resolutely handle fishing vessels practicing trawling to violate regulations on docking and fishing at Quy Nhon Fishing Port.
The Chairman of Binh Dinh Provincial People's Committee also assigned the Department of Agriculture and Environment to direct relevant units to increase inspection and supervision forces for aquatic product output unloaded from fishing vessels in accordance with regulations.
