Proposing the People's Council of Binh Dinh province to issue special policies
On December 10, Mr. Le Minh Tuan - Director of the Department of Home Affairs of Binh Dinh province said that the Standing Committee of Binh Dinh Provincial Party Committee has planned and directed the arrangement and streamlining of the apparatus and staff of departments and branches in the province.
Binh Dinh has drafted a plan to arrange and streamline the apparatus of departments and branches according to the direction of the Central Government.
After submitting the plan to the Standing Committee of Binh Dinh Provincial Party Committee, the Provincial People's Committee will issue a plan to arrange and streamline the apparatus; develop a plan to arrange and assign leaders and managers, including officials, civil servants, public employees and workers of the units subject to the arrangement.
According to the proposal submitted by the Provincial People's Committee to the Standing Committee of Binh Dinh Provincial Party Committee, in early 2025, the Department of Home Affairs will be assigned to develop policies to arrange and streamline the payroll.
"The Ministry of Home Affairs will develop a general policy for the whole country, but the Provincial People's Committee is proposing that the Binh Dinh Provincial People's Council issue a specific policy for the province," said Mr. Tuan.
Previously, on December 9, at the 19th Binh Dinh Provincial Party Committee Conference, Binh Dinh Provincial Party Committee Secretary Ho Quoc Dung requested each Party committee, Party organization, and departments, branches, and localities in the province to urgently streamline and ensure the new apparatus operates effectively and efficiently.
Do it fast but be sure
At the Conference to summarize Resolution No. 18-NQ/TW of the 12th Party Central Committee on "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently" on the afternoon of December 9, Mr. Luu Vinh Hung - Deputy Head of the Organizing Committee of Phu Yen Provincial Party Committee reported on the plan to reorganize the provincial and district-level apparatus in the Party, mass organizations and government blocs.
The work of streamlining the apparatus is oriented towards streamlining the payroll and restructuring the staff, civil servants and public employees to meet the requirements of new tasks. The work is expected to be completed before 2025.
It is expected that after the reorganization and streamlining, Phu Yen Provincial Party Committee will have 14 Party Committees; reduce 1 advisory agency to assist the Provincial Party Committee, reduce 8 Party delegations and 3 Party Executive Committees.
The specialized agencies of the Vietnam Fatherland Front Committee and socio-political organizations proposed to maintain the current 6 agencies and review and streamline the internal organizations.
The Provincial People's Council proposed to maintain the current 5 advisory and support agencies.The Provincial People's Committee plans to streamline the apparatus according to the Government's instructions.
The Department of Foreign Affairs alone proposed two options: to maintain or terminate operations, and transfer the State management function to the Provincial People's Committee Office.After the reorganization, the specialized agencies of Phu Yen province will reduce the number of agencies by 5.
After the reorganization, the specialized agencies of the People's Council and People's Committee at the district level will have 9 to 10 units; of which 7 specialized agencies are organized uniformly in all 9 districts, towns, and cities and a number of specialized agencies to suit each administrative unit.
Phu Yen Provincial Party Secretary Pham Dai Duong requested that the reorganization must be carried out urgently but with caution, certainty, and principles maintained. The overlapping of functions and tasks and division of areas and fields must be thoroughly resolved.
"The new apparatus must be better than the old one and put into operation immediately; there must be no interruption in work, no time gaps, no vacant areas or fields; no impact on the normal activities of society and people...", Mr. Pham Dai Duong directed.
