On the Government Portal, Mr. B.D.N in Vinh Long reflected that in Decision 2045/QD-BGDDT promulgating the 2024-2025 school year time plan framework for preschool education, general education and continuing education, the school year time plan is 35 weeks (18 weeks for semester I, 17 weeks for semester II).
According to the 2017 Consolidated Document No. 03/VBHN-BGDDT issued regulations on the working regime of general education teachers, the teaching quota for high school teachers is 17 periods/week.

Mr. N asked, if in a year a teacher teaches 17 periods/week according to the school year schedule, the total number of periods is 595 periods, in the case of teachers teaching over 595 periods (assuming the number of periods still ensures the regulations on the number of extra working hours in the Labor Code, for example 600 periods), will they be paid for the excess periods, or must it exceed the total number of periods of 37 weeks (according to the Conclusion Document No. 03/VBHN-BGDD, there are 37 weeks for teaching and educational activities according to the regulations on the school year schedule) of 629 periods to be paid?
The Ministry of Education and Training responded as follows:
On March 7, 2025, the Ministry of Education and Training issued Circular No. 05/2025/TT-BGDDT regulating the working regime for general education and university admission teachers (effective from April 22, 2025).
Pursuant to Point a, Clause 1, Article 5 and Clause 2, Article 7 of the above Circular, the number of weeks to calculate the teaching period in 1 school year for high school teachers is 35 weeks. Thus, the standard teaching period for the school year for high school teachers is: 17 periods/week x 35 weeks = 595 periods/school year.
Teachers who teach more than 595 periods/school year (for example, 600 periods) can be paid for extra teaching hours if they meet the conditions without having to exceed 629 periods. However, the payment must comply with the provisions of Joint Circular No. 07/2013/TTLT-BGDDT-BNV-BTC.
