Accordingly, on June 14, 2024, the Ministry of Transport received a petition from the voters of Thanh Hoa province before the 7th Session of the 15th National Assembly transferred by the People's Voluntary Committee according to Official Dispatch No. 499/BDN, with the content of the petition: " It is recommended to pay attention to investing in drainage systems along National Highway 217 and National Highway 45, the section through Vinh Loc district."
On August 15, 2024, the Ministry of Transport issued Document No. 8766/BGTVT-KCHT sent to the National Assembly Delegation of Thanh Hoa province to respond to the petition sent by voters of Thanh Hoa province before the 7th Session of the 15th National Assembly.
The Ministry of Transport noted that the sections of National Highway 217 and National Highway 45 in Vinh Loc district, Thanh Hoa province, passing through densely populated areas, have cracked, sunken, and stagnant water when it rains.
To resolve the above situation, the Ministry of Transport has approved repairing items in the national highway system maintenance plan for 2024.
Specifically, on National Highway 217, repair the foundation, road surface and traffic safety system in sections Km33+100 - Km35+00, Km35+700 - Km37+00 and the drainage system in sections Km31+400 - Km32+00, Km32 +00 - Km32+650 (P). According to a report from the Vietnam Road Administration (DBVN), the project began construction on May 4, 2024, and is expected to be completed in September 2024.
On National Highway 45, repair damage to the foundation and road surface from Km54+400 - Km59+300; Repairing longitudinal trenches at section Km36+215 - Km36+540 (T); Km52+880 - Km53+500 (T); Km54+980 - Km55+500 (P); Km56+520 - Km59+200 (W).
According to a report from the Vietnam Road Bureau, the project started in July 2024 and is expected to be completed in 2024.
Once the above maintenance items are completed, it will contribute to solving the degraded road surface and improving drainage along National Highway 217 and National Highway 45 through Vinh Loc district. At the same time, the road management agency will continue to monitor, review, and handle or additionally repair the drainage system in case of necessity, to meet voters' recommendations.
Regarding solutions to upgrade and renovate roads from capital construction investment capital, the Ministry of Transport has sent a document to the Ministry of Planning and Investment and the Ministry of Finance proposing projects to upgrade and renovate national roads. Highway (NH.279, QL.4H and QL.217) connecting to Northern Laos and China, using World Bank loans.
For National Highway 45, the Ministry of Transport assigned Project Management Board 6 to conduct research and prepare a pre-feasibility study report for the project to renovate and upgrade National Highway 45 section through Ninh Binh and Thanh Hoa provinces.
When the above projects are approved by competent authorities for investment policies, the Ministry of Transport will require project investors to develop investment plans to complete the foundation, road surface, works, drainage system, and security. all traffic on the route, including sections passing through Vinh Loc district, Thanh Hoa province as stated by voters.
