Official dispatch No. 02/CD-BLDTBXH dated September 4, 2024, signed by Minister of Labor, Invalids and Social Affairs Dao Ngoc Dung, requested the Chairman of the Ho Chi Minh City People's Committee to direct and urgently implement, verify the incident reported by the press and urgently implement measures to ensure safety, care and rehabilitation for children who are victims of violence at the above-mentioned facility.
Along with that, it is recommended to carry out investigation activities and promptly and strictly handle individuals and organizations that violate children's rights and legal regulations on child protection, care and nurturing at the above-mentioned facilities and other facilities with the function and task of caring for and nurturing children.
In addition, Minister Dao Ngoc Dung requested that localities review and inspect public and non-public child care and nurturing facilities in Ho Chi Minh City to ensure compliance with the provisions of Decree No. 103/2017/ND-CP dated September 12, 2017 of the Government regulating the establishment, organization, operation, dissolution and management of social assistance facilities and other provisions of law on alternative care and nurturing of children in special circumstances; promptly and strictly handle facilities operating without registration, without a license or without ensuring conditions for child care and nurturing according to the provisions of law and instructions of competent authorities.
The dispatch of the Minister of Labor, Invalids and Social Affairs stated that on the morning of the same day, the press published content reflecting on "crime in a shelter" with images and clips about serious child abuse occurring at the Hoa Hong shelter (address L52 To Ky, Trung My Tay ward, District 12, Ho Chi Minh City).
