Regarding the organizational structure of the Department of Agriculture and Environment, in recent years, the fields under the state management of the Ministry of Agriculture and the environment have had a very strong decentralization for local authorities at all levels; Currently, the ministry is continuing to review for maximum and more thorough decentralization. For a number of specialized areas with wide management scope, complex and sensitive management subjects, frequent issues that need to be handled right at the grassroots level, such as cultivation and plant protection; livestock and veterinary; fisheries and fishery control; forestry and forest protection; Dike management, irrigation works, natural disaster prevention; environmental protection ..., the specific bases of each locality, need to continue maintaining and strengthening the model of the Department under the Department; at the same time, arranging stations and lowering stations under the Sub -department to perform the tasks of managing and enforcing laws according to the inter -commune and ward area to ensure timely settlement of tasks and problems arising in the areas under their authority, responsibilities of the People's Committee and the Chairman of the provincial People's Committee (assigned to the Department of Agriculture and Environment to advise); At the same time, ensure the organizational model of the Department and units directly under the Department to meet the requirements of promoting decentralization and authorization associated with the competence to inspect and handle administrative violations in the fields of specialized state management in accordance with law.

Transferring district-level land registration offices to communes
