The Government gave opinions on the report on the implementation of the work of arranging administrative units at all levels and organizing local governments at both levels.

On the morning of May 9, Politburo member and Prime Minister Pham Minh Chinh chaired a Government meeting on the arrangement and reorganization of administrative units at all levels and building a model of organizing local government at both levels.

The 11th Central Conference XIII approved the Project on merging provincial-level administrative units, not organizing district-level organizations, merging commune-level organizations and building a model of organizing local government at 2 levels.

This is an important, historic issue, not only arranging the organization, apparatus, and staff, but also promoting decentralization of authority; allocating resources; creating new development space.

In particular, it is to build a Government in the direction of being closer to the people, closer to the people, better serving the people, shifting the state from passive to proactive service to people and businesses.

The implementation process must ensure smooth, uninterrupted operation of agencies and daily operations of people and businesses.

The Government has established a Steering Committee on the arrangement of administrative units at all levels and built a model of organizing local government at 2 levels.

With the spirit of "both running and queuing", the Government has focused on leading and directing the implementation of a number of key tasks. In particular, promulgating documents to guide and urge localities to complete the order of construction procedures and submit to the Government dossier of the Project on arranging administrative units at provincial and commune levels.

In recent times, localities have urgently and seriously implemented the directions of the Central Government and the Politburo, organized the collection of public opinions and prepared a step for personnel work in the process of rearranging and reorganizing administrative units at all levels and building a model of organizing local government at both levels.

According to the program, at the meeting, the Government commented on: Report on the implementation of the arrangement of administrative units at all levels and organization of local authorities 2 levels, content submitted to the Government the scheme of the planning and consolidation of the province and city and the projects of communal administrative arrangement.

At the same time, give opinions on the work of building and perfecting institutions related to the organization of local governments at 2 levels, implementing decentralization and delegation of authority between the Central and local governments.

After this session, the agencies will continue to urgently complete the dossier, stages, and steps to submit to the National Assembly Standing Committee and the National Assembly for consideration and approval for implementation.
