On June 18, the Ministry of Agriculture and Environment organized a "Dialogue Forum on administrative procedures and business conditions in the agricultural and environmental sectors". The forum aims to strengthen exchanges between management agencies and industry associations, business communities and localities.
Speaking at the opening of the Forum, Deputy Minister of Agriculture and Environment Nguyen Hoang Hiep said that administrative procedure reform and reduction of business investment conditions are important requirements to unlock resources, reduce social costs, and create a transparent and favorable business investment environment for people and businesses.


According to the Deputy Minister, implementing the direction of the Central Government and the Government, the Ministry of Agriculture and Environment has focused on reviewing, cutting down, and simplifying administrative procedures, while promoting decentralization and delegation of power to localities. The Ministry is one of the three Ministries praised by the Government for achieving and exceeding the assigned targets, and is also assigned to develop separate Resolutions on cutting down, decentralizing and simplifying administrative procedures.
Regarding specific results, the Ministry has cut 8,987 days of resolving administrative procedures, equivalent to a reduction of 53.39%; saved about 5,310 billion VND in compliance costs for people and businesses, equivalent to a reduction of 54.73%. The number of administrative procedures at the Ministry level decreased from 267 to 148. At the same time, the Ministry has implemented decentralization of 58 procedures, abolished 108 procedures and simplified 88 procedures in many fields.
Regarding business conditions, the Ministry has abolished 13 out of a total of 40 conditional business lines and narrowed down 3 business lines, achieving a reduction rate of 36.25%, exceeding the minimum requirements set by the Central Government.
Ms. Tran Thi Nga, senior expert of the Legal Department (Ministry of Agriculture and Environment) said that the fields with the largest number of reformed procedures include animal husbandry and veterinary medicine, cultivation and plant protection, irrigation, geology and minerals, climate change and sea and islands.
In the coming time, the Ministry of Agriculture and Environment will continue to improve the information system for resolving administrative procedures, guide localities to implement decentralized tasks, and at the same time complete relevant legal documents before March 1, 2027 to ensure the uniform and effective implementation of new regulations nationwide.
Also at the forum, representatives of the Vietnam Chamber of Commerce and Industry (VCCI) said that they conducted surveys and summarized opinions from the business community nationwide and recorded nearly 800 recommendations related to institutions, administrative procedures and business conditions.
In which, many recommendations are under the management of the Ministry of Agriculture and Environment. Representatives of VCCI said that continuing to review and remove the above-mentioned groups of obstacles will contribute to improving the efficiency of administrative procedure reform, reducing compliance costs, and creating a transparent, stable and more favorable investment and business environment for businesses in the agricultural and environmental fields.
Many guests who are representatives of businesses and associations also proposed that the Ministry soon complete the institution, simplify procedures, and build support policies, insurance and human resource training to promote sustainable development.
