Ministry of Finance responds to proposals to support social insurance and health insurance for street lottery ticket sellers

The Ministry of Finance has just responded to voters in Vinh Long province about supporting some policies for lottery ticket vendors.

Voters in Vinh Long province proposed increasing the discount rate for street lottery ticket sellers and issuing policies to support health insurance (HI), paying attention to supporting social security to improve the lives of this group of poor workers.

Answering voters, the Ministry of Finance said that the discount rate for street lottery ticket sellers is based on a civil agreement based on a legal framework.

According to current legal regulations (Decree No. 122/2017/ND-CP and Circular No. 138/2017/TT-BTC), it is clearly stated: Agency commission is the amount of money that a lottery business enterprise pays to agents to carry out ticket sales.

Specific spending levels are decided by lottery businesses themselves on the principle that a maximum of no more than 15% of revenue (including VAT and special consumption tax) and must be clearly stipulated in the agency contract signed between the two parties.

Based on that legal framework, lottery agents will continue to agree on the commission (discount) level for street lottery ticket sellers depending on actual needs and consumption capacity.

According to actual surveys, the discount rate that street lottery ticket sellers are currently enjoying ranges from 10% - 11% on the par value of the ticket (equivalent to 1,000 - 1,100 VND/10,000 VND ticket).

The Ministry of Finance said that this content has been stipulated by law and is essentially a transaction, a civil agreement between a dealer and a street lottery ticket seller.

However, taking in the opinions of voters, the Ministry of Finance acknowledges this proposal to continue researching and considering adjustments at an appropriate time in the future.

Regarding the proposal to support insurance and social security, the Ministry of Finance emphasized that the Party and State always affirm that social insurance and health insurance are two main pillars of sustainable development and socio-political stability.

The group of street lottery ticket sellers - who are vulnerable subjects, freelancers without labor contracts - always receive attention with many appropriate contribution support levels.

Regarding voluntary social insurance (BHXH) policy. According to Clause 1, Article 5 of Decree No. 159/2025/ND-CP dated June 25, 2025 of the Government, participants are supported by the State with monthly contributions calculated at a rate based on the poverty line in rural areas. Specifically:

Support 50% for people from poor households.

Support 40% for people from near-poor households.

Support 30% for ethnic minorities.

Support 20% for other subjects.

Thus, street lottery ticket sellers when participating in voluntary social insurance belong to which group of subjects will be entitled to the corresponding support level of that group from the state budget.

Regarding health insurance (HI) policy:

The current Health Insurance Law and Decree No. 188/2025/ND-CP dated July 1, 2025 of the Government have clear decentralization regulations:

Poor households are paid 100% of health insurance contributions by the state budget.

People from near-poor households residing in poor communes according to the Prime Minister's Decision are supported 100% of the contribution level; the remaining areas are supported at least 70% of the health insurance contribution level.

In case street lottery ticket sellers are not classified as poor or near-poor households, they can completely actively participate in household health insurance to apply the policy of progressive deduction of contributions.

The first person pays 100%; the second, third, and fourth people pay 70%, 60%, 50% respectively from the first person; and from the fifth person onwards, they only have to pay 40%.
