On the Ministry of Finance Information Portal, a reader said that he is a civil servant of the State Treasury, working at the Transaction Office.
According to Decree No. 76/2019/ND-CP dated October 8, 2019 of the Government on policies for cadres, civil servants, public employees, laborers and salaried earners in the armed forces working in areas with particularly difficult socio-economic conditions, from July 1, 2025, the unit where they work is located in a commune.
According to Decision No. 60/QD-BDTTG dated January 29, 2026 of the Ministry of Ethnic Minorities and Religions announcing the list of villages and communes in ethnic minority and mountainous areas, particularly difficult villages, communes in regions I, II, III in the period 2026 - 2030, effective from January 29, 2026, the commune where this civil servant is working is identified as a region III commune and enjoys some regimes according to Decree No. 76/2019/ND-CP.
The questioner requested the Ministry of Finance to inform whether individuals and other civil servants working at the State Treasury unit in region III are entitled to regimes according to Decree No. 76/2019/ND-CP or not.

Answering this content, the Ministry of Finance said that in Clause 2, Article 1 of Decree No. 76/2019/ND-CP dated October 8, 2019 of the Government on policies for cadres, civil servants, public employees, laborers and people receiving salaries in the armed forces working in areas with particularly difficult socio-economic conditions, it has been stipulated that areas with particularly difficult socio-economic conditions are entitled to implement policies.
The Ministry of Finance added that the Government has issued Decree No. 272/2025/ND-CP dated October 16, 2025 on demarcation of ethnic minority and mountainous areas in the period 2026 - 2030.
In Article 9 of this Decree, the Government assigns the Provincial People's Committee and the Ministry of Ethnic Minorities and Religions to approve the list of villages in ethnic minority and mountainous areas, particularly difficult villages; communes in ethnic minority and mountainous areas, communes in regions I, II, III.
Accordingly, cadres, civil servants, and public employees working at headquarters located in communes in region III or particularly difficult villages belonging to the list of communes in ethnic minority and mountainous areas, communes in region I, II, III in the period 2026 - 2030 issued together with Decision No. 60/QD-BDTTG dated January 29, 2026 and Decision No. 104/QD-BDTTG dated February 27, 2026 of the Minister of Ethnic Minority Affairs and Religious Affairs are subject to the scope of application of policies specified in Decree No. 76/2019/ND-CP.
