Immediately resolve arising problems
On July 23, Member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of Hanoi People's Committee Vu Dai Thang chaired and delivered a directing speech at the Conference on promoting production, consumption and export in the last 6 months of 2026.
At the conference, representatives of industry associations and the business community presented many recommendations and solutions to promote production and export.
Speaking at the conclusion of the conference, Chairman of the City People's Committee Vu Dai Thang said that the city will urgently summarize all opinions, assign relevant agencies to answer in the spirit of "asking where answering where", without evading responsibility.
In particular, Chairman of the City People's Committee Vu Dai Thang said that businesses only speak out when they are really facing difficulties, so management agencies need to change their approach, listen and immediately resolve arising problems. Regarding feedback on tax refunds and some slow administrative procedures, the Chairman of the City People's Committee requested relevant units to seriously review and immediately overcome them.
Through summarizing opinions at the conference, the Chairman of the City People's Committee identified four major issues that emerged.
First, the business community still places its trust in Hanoi's development prospects and wishes to continue investing and expanding production and business, but is still facing many difficulties in capital, production costs, logistics and administrative procedure reform.
Second, these difficulties are closely related to each other, requiring synchronous solutions. Accordingly, promoting production must be linked to expanding the consumer market; developing the domestic market must go hand in hand with expanding exports; and at the same time, it is necessary to unlock resources in capital, infrastructure, logistics and administrative reform to support all three sectors of production, consumption and export.
Third, businesses not only need more mechanisms and policies but also require improving the efficiency of organization and implementation. The Chairman of the City People's Committee emphasized that since the Capital Law 2026 took effect, Hanoi has sufficient conditions to issue many mechanisms and policies under its authority. Therefore, the current problem is not the lack of institutions but the stage of organization and implementation that has not yet met the requirements.
Fourth, Hanoi's double-digit growth target can only be achieved when the government and businesses act together with high determination, great responsibility and close coordination.
If a business is dynamic but the management apparatus is stagnant, it cannot create growth; conversely, if a business does not innovate, does not seek new markets and investment opportunities, it is also difficult to achieve development goals.

Always listening, accompanying businesses
To achieve the growth target of 2026, Chairman of the City People's Committee Vu Dai Thang requested the entire government system to focus on synchronously implementing many key task groups.
First of all, the city will unify the three growth drivers: production, consumption and export; taking production as the foundation, the domestic market as the fulcrum, and export as the driving force to expand the space for economic development.
In parallel with that, the city will focus on unblocking resources for production, consumption and export; urgently remove bottlenecks in administrative procedures, land, credit and investment conditions. The Chairman of the City People's Committee requested departments and branches to specifically respond to each business's proposal within a maximum of 10 days.
For small and medium-sized enterprises, the city will build support mechanisms to improve competitiveness, strengthen connections with large enterprises in the supply chain and distribution system. At the same time, Hanoi will continue to have policies to support craft village products, OCOP products and traditional handicraft areas through credit, trade promotion and market expansion.
Regarding consumer stimulus and trade promotion, the Chairman of the City People's Committee said that Hanoi will implement many stimulus programs in the last months of the year, associated with people's shopping needs, major cultural and tourism events and the number of tourists to the Capital. Trade promotion activities will also be innovated in a focused and key direction, closely following the actual needs of businesses and the market.
Regarding credit, the Chairman of the City People's Committee said that Hanoi will work with the entire commercial banking system in the area to build credit products suitable for each business group, especially manufacturing enterprises, export enterprises and small and medium-sized enterprises. The city will maximize the new mechanisms of the 2026 Capital Law to expand access to capital for businesses.
On the city government side, the Chairman of the City People's Committee committed to always listening and accompanying businesses; continuing to strongly improve the investment and business environment, remove difficulties, unlock resources and create the most favorable conditions for businesses to develop, contributing to completing Hanoi's socio-economic development goals in 2026.
