On November 25, the People's Committee of Hai Duong province held a training conference on the 2024 Land Law and documents guiding the implementation of the Land Law. The conference was held online at 12 locations in districts, towns and cities of the province.
Attending the event were Mr. Le Ngoc Chau - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Mr. Le Minh Ngan - Deputy Minister of Natural Resources and Environment, leaders of the Provincial People's Council, Provincial People's Committee, and the Provincial National Assembly Delegation.
Speaking at the conference, Deputy Minister of Natural Resources and Environment Le Minh Ngan also assessed Hai Duong as a bright spot in the country in organizing the development of legal documents to implement the 2024 Land Law under the local authority, ensuring that in a short time there is a legal basis to implement the law in the province.
To ensure that the 2024 Land Law comes into effect 5 months ahead of schedule, the Ministry of Natural Resources and Environment has actively coordinated with relevant ministries, branches and agencies to draft and submit to the Government a decree implementing the Land Law, which takes effect in sync with the law. The Ministry has also issued circulars according to its assigned authority.
This training conference is an opportunity for localities to grasp and learn more about the new regulations of the 2024 Land Law. Through the conference, the Ministry of Natural Resources and Environment will also have more information, especially difficulties and problems from localities to continue advising on policies in land management.
During the 1-day training, delegates were informed by representatives of the Department of Land, the Department of Planning and Land Resources Development, the Department of Land Registration and Information Data (Ministry of Natural Resources and Environment) about the core contents of the 2024 Land Law and guiding documents for its implementation, including Decree 71/2024/ND-CP regulating land prices, Decree No. 88/2024/ND-CP regulating compensation, support, and resettlement when the State recovers land; Decree No. 101/2024/ND-CP regulating basic land surveys, registration, granting of land use right certificates, ownership of assets attached to land, and land information systems; Decree No. 102/2024/ND-CP detailing the implementation of a number of articles of the Land Law.
At the same time, leaders and representatives of specialized departments of the Ministry of Natural Resources and Environment also discussed and answered questions from localities in implementing the 2024 Land Law and guiding documents for implementation.
