Accordingly, Minister Le Minh Hoan, together with leaders of Thai Binh province, the Department of Agriculture and Rural Development and representatives of a number of relevant agencies and units, inspected and directed preparations and response to the impact of storm No. 3 (storm Yagi) at Lien Ha Thai Industrial Park and Tan Son fishing port (Thai Thuy district, Thai Binh province).
At Lien Ha Thai Industrial Park, the delegation inspected storm response and prevention work at the construction site of the Goodway Vietnam factory project (lot E2-1, part of lot E2 in the industrial park) and the drainage pumping station in the industrial park.
Next, Minister Le Minh Hoan and his delegation inspected the anchoring and reinforcement of boats against storms at Tan Son fishing port (Diem Dien town, Thai Thuy district).
At the inspection points, Mr. Nguyen Khac Than - Chairman of Thai Binh Provincial People's Committee - quickly reported and summarized the organization, preparation and implementation of a series of measures and solutions of Thai Binh province in general and Thai Thuy district in particular to minimize human and property damage caused by storm No. 3.
Accordingly, as of 7:00 a.m. on September 6, in Thai Thuy district, there were 494 vehicles with 1,797 workers operating at sea. All of the above vehicles were able to contact their families, and no vehicles were operating in dangerous areas. Of these, 448 vehicles with 1,778 workers were safely anchored at the ports; 6 vehicles with 19 workers were still operating, 8 vehicles with 48 workers from other provinces were anchored in the district; more than 10 vehicles of Hai Ha Waterway Transport Company Limited were anchored at Hai Ha petroleum port and a number of water vehicles such as barges and suction ships were anchored at the estuary area.
The number of workers on clam and sand huts is 169 workers in 179 huts; 134/1169 workers have come ashore. The whole district currently has 381 households with 1,183 people living outside the main dike, 591 people have been evacuated to safe shelters; 2,133 people including women, the elderly and children living in the main dike are being internally evacuated to relatives' houses in the area.
The district's winter-spring rice area is estimated at 2,892/12,114ha; the old rice field is expected to bloom around September 10 at over 3,100ha. The harvested summer crop area is 382/700ha. The district's aquaculture area is approximately over 4,200ha.
The leaders of Thai Binh province requested Thai Thuy district to absolutely not be subjective or negligent in responding to storm No. 3; strictly implement the telegrams of the Central and the province according to the motto "4 on-site".
It is necessary to assign specific tasks to the storm prevention and control force; members of the PCTT and TKCN Command Committees at all levels proactively present at assigned units and localities to inspect, direct and urge storm prevention and control at the grassroots level; review all materials, means and people in a specific and clear manner, ensuring substance and readiness for all situations that may occur when the storm makes landfall.
In particular, special attention should be paid to ensuring the safety of workers at sea, at clam huts, aquaculture and seafood ponds; urgently and thoroughly review and relocate clam and aquaculture workers and households living in dangerous areas, and fishermen at sea to safe places.
Coercive measures may be used if necessary, ensuring that absolutely no workers remain in clam huts, on ships or boats when the storm hits. Count, arrange and guide ships and boats to safe shelters, to avoid collisions and sinking at anchorages.
