On July 15, the Ministry of Construction sent a document to the National Assembly deputies of the old Gia Lai province to respond to the petition of voters of the old Gia Lai province sent before the 9th Session of the 15th National Assembly.
Previously, voters of the old Gia Lai province proposed that the Ministry of Construction synthesize the investment portfolio of transport infrastructure projects proposed by the province, and include it in the medium-term public investment plan for the period 2026-2030 for the Central Government to invest.
The project with a total estimated investment of more than VND 17,100 billion includes: National Highway 25 renovation and upgrading project (VND 2,114 billion); the old Gia Lai - Phu Yen Province connecting road project, section in Gia Lai province (VND 1,200 billion); National Highway 14C Upgrading and Renovation project (VND 877 billion); Pleiku Airport Expansion and Upgrade project, total investment before 2030 (VND 12,660 billion); Project to invest in the construction of traffic routes connecting the AyunPa (Gia Lai) and Ea H'Leo (Dak Lak) with a total estimated investment of VND 330.

Through research, the Ministry of Construction found that investment in national highways such as National Highway 14C, National Highway 19, National Highway 19D and National Highway 25 is necessary to meet transportation needs, gradually complete the transportation network in the area, shorten travel time, reduce transportation costs, connect the Central Coast region with the Central Highlands, and at the same time promote socio-economic development, ensure national defense and security.
However, the Ministry of Finance has decided to transfer National Highway 14C, National Highway 19, National Highway 19D and National Highway 25 to the Gia Lai Provincial People's Committee for management, exploitation and maintenance. At the same time, the traffic routes connecting the AyunPa region (Gia Lai) and Ea H'Leo (Dak Lak), the route connecting the two old Gia Lai - Phu Yen provinces, are managed by the locality. Therefore, the authority to manage and invest in the above routes is the responsibility of the locality.
The Ministry of Construction agrees with voters' recommendations on early investment in upgrading and renovating the above-mentioned routes. The Ministry requested the People's Committee of Gia Lai province to proactively research and arrange capital to implement according to its authority. In case of difficulties, localities coordinate with the Ministry of Finance to synthesize the capital sources that need support, report to the Prime Minister for consideration and decision.
Regarding the Pleiku Airport Expansion and Upgrade Project, the Ministry of Construction said that according to the Pleiku Airport Planning for the period 2021-2030, with a vision to 2050, the port will reach a capacity of about 4 million passengers/year by 2030 and about 5 million passengers/year by 2050.
Currently, the Ministry of Construction has proposed that the Ministry of Finance synthesize and report to competent authorities to arrange a medium-term public investment capital plan for the 2026-2030 period to renovate and upgrade works in the airport area (landing roads, taxiways...) at a number of airports, including Pleiku Airport. However, up to now, the capital allocation has not been approved by competent authorities.
In case Gia Lai province needs early investment, the Ministry of Construction recommends that the Provincial People's Committee study and proactively arrange local budget capital to upgrade the projects.
For civil aviation areas ( terminals, parking lots, etc.), the Ministry of Construction requested the People's Committee of Gia Lai province to work with the Vietnam Airports Corporation (ACV) to study a suitable investment plan. In case ACV has not balanced capital sources, Gia Lai province needs to proactively study a plan to mobilize social resources to invest in the development of Pleiku Airport, and report to the Prime Minister to assign to the competent authority to implement the project. The Ministry of Construction will closely coordinate with the locality during the implementation process.
