The Ministry of Construction has just issued Official Letter No. 9437/BXD-KHCNMT&VLXD dated September 5, 2025 to the National Assembly Delegation of Nghe An province to respond to the petition of voters of Nghe An province sent after the 9th Session of the 15th National Assembly.
Accordingly, the Ministry of Construction received a petition from voters of Nghe An province sent by the Petition and Supervision Committee, the content of the petition is as follows:
According to Circular No. 01/2021/TT-BXD dated May 19, 2021 of the Ministry of Construction issued QCVN 01:2021/BXD - National Technical Regulation on construction planning, the maximum permitted construction density for land plots with an area of over 100m2.
Accordingly, people are not allowed to build on the entire land but only have light roofs. For example: corrugated iron roofs, plastic roofs... in areas exceeding the permitted density.
Voters said that this regulation is not suitable for reality, especially in localities with harsh weather conditions, often affected by storms. Only light roofs will not be safe; people want to build solid houses (concrete, steel reinforced) for long-term stability.
Voters recommend that the Ministry of Construction study and amend regulations to suit actual conditions.
After studying, the Ministry of Construction would like to answer as follows:
Currently, the Ministry of Construction is reviewing and amending QCVN 01:2021/BXD - National Technical Regulation on construction planning. Accordingly, the Ministry will assign specialized units to study and carefully consider the opinions of voters in Nghe An province to amend if it ensures scientific and practical consistency.
The draft of the revised QCVN 01:2021/BXD is expected to be sent to ministries, branches and localities for comments in September 2025 before being transferred to the Ministry of Science and Technology for appraisal and is expected to be issued in 2025.
