The Ministry of Construction has just issued a document requesting units to implement Notice No. 482/TB-VPCP dated September 14, 2026 of the Government Office on the conclusion of Standing Deputy Prime Minister Pham Gia Tuc at the meeting on September 11 on reviewing regulations on safe distance for motor vehicles and specialized motorbikes participating in road traffic.
Accordingly, the Ministry of Construction requests the Vietnam Road Administration to urgently study and propose amendments and supplements to technical standards and regulations related to road traffic activities.
Preside over and coordinate with relevant agencies to review, amend, and supplement Circular No. 38/2024/TT-BGTVT dated November 15, 2024, ensuring synchronization and meeting practical requirements on speed and safety distance of motor vehicles and specialized motorbikes, especially on highways.
The Ministry of Construction requires that the regulation of safe distances must be consistent with the speed, conditions of bridges, roads, traffic density, terrain, weather and other influencing factors, in order to ensure traffic safety according to the provisions of the Road Law and the Law on Road Traffic Order and Safety.
The Vietnam Road Administration is also assigned to coordinate with the Traffic Police Department (Ministry of Public Security), Departments of Construction of localities and investors to review sections and expressways that are applying administrative penalties for acts of not complying with regulations on safe distance.
In these areas, relevant agencies must supplement road signs and necessary items for vehicle drivers to recognize and comply with legal regulations.
If necessary, the traffic organization plan on the expressway must also be adjusted.
The Ministry of Construction also requested to add to the driving training curriculum situations to ensure safe distance when participating in traffic in general and on highways in particular.
The Vietnam Road Administration coordinates and guides local Departments of Construction to strengthen propaganda and mobilize vehicle drivers to proactively maintain a safe distance from vehicles in front.
Propaganda work is required to focus on businesses engaged in automobile transportation, and at the same time be carried out at schools, agencies, offices, industrial parks and clusters so that people understand and comply with regulations.
In addition, the Ministry of Construction assigned the Economic - Construction Investment Management Department to urge and direct investors and project management boards that are investing in construction to fully implement traffic signs and organize traffic on expressway sections that apply penalties for non-compliance with safety distance regulations.
