Standing Deputy Prime Minister Pham Gia Tuc requested to review and carefully assess regulations on safe distances on expressways, ensuring traffic order and safety.

On September 1st, the Government Office issued Official Dispatch No. 8948/VPCP-CN to Ministers of the Ministries of Public Security, Construction; Chairmen of People's Committees of provinces and centrally-run cities conveying the direction of Politburo Member, Standing Deputy Prime Minister Pham Gia Tuc on ensuring traffic safety and regulations on handling traffic violations in the field of roads.

The official dispatch stated: On August 28 and 29, 2026, the press had many reflections on "the situation of violations and traffic accidents on the first day of National Day holiday September 2 and the implementation of regulations on penalties for violations of safe distance for vehicles running immediately before running on highways".

Regarding this matter, Standing Deputy Prime Minister Pham Gia Tuc requested the Ministry of Public Security, the Ministry of Construction, the People's Committees of provinces and cities and relevant agencies, according to their functions and tasks, to urgently study and handle the above-mentioned press recommendations within their authority or propose to competent authorities contents beyond their authority to reduce congestion, ensure traffic order and safety, especially in large cities and urban areas.

Ministers of Public Security, Ministers of Construction, Chairmen of Hanoi and Ho Chi Minh City People's Committees seriously implement the Prime Minister's direction in Official Dispatch No. 55/CD-TTg dated August 19, 2026 to minimize and prevent traffic congestion, accidents, and traffic unsafety, especially on holidays and Tet.

Focus on directing to accelerate the progress of construction and completion of a number of key transport projects before the New Year's holiday in 2027 such as: Ring Road 2.5, Ring Road 3.5 of Hanoi city, Ring Road 4 of Hanoi Capital region and Ring Road 3 of Ho Chi Minh City; accelerate the progress of deploying gateway expressways, connecting regions such as Ho Chi Minh City - Long Thanh - Dau Giay, Bien Hoa - Vung Tau, Ho Chi Minh City - Trung Luong.

The Minister of Construction coordinates with the Ministry of Public Security and ministries, branches, localities, and media agencies to strengthen policy propaganda on Circular No. 38/2024/TT-BGTVT dated November 15, 2024, stipulating the speed and safe distance of motor vehicles and specialized vehicles participating in traffic on roads and Decree No. 168/2024/ND-CP dated December 26, 2024 of the Government stipulating penalties for administrative violations of traffic order and safety in the field of road traffic, deducting points, and restoring driver's license points.

At the same time, coordinate with the Ministry of Public Security and relevant agencies to review and carefully assess current regulations on safe distances and fines, practical conditions, fundamental solutions to ensure traffic safety, and report to the Prime Minister on relevant contents beyond their authority in September 2026.
