The Ministry of Construction issued Document 4377/BXD-VP on the implementation of Official Dispatch No. 78/CD-TTg dated May 29, 2025 of the Prime Minister on focusing on cutting and simplifying administrative procedures (AP) in the construction sector.
Heads of agencies and units under the Ministry of Construction are required to directly direct the process of reviewing, cutting and simplifying administrative procedures in the field they are in charge. Ensuring at least 30% reduction of administrative procedures, 30% of the cost of compliance with administrative procedures, 30% of business conditions in 2025.
The Director of the Department of Economics - Construction Investment Management coordinates with relevant departments and agencies to urgently develop and propose a plan to amend legal documents. Research and propose amendments to documents according to shortened procedures and sent to the General Legal Department before June 3, 2025.
Notably, the Ministry of Construction requires reviewing and reducing construction licensing procedures for works in construction investment projects with detailed planning at a scale of 1/500 or works in areas with approved urban design. Reducing subjects that must carry out project and design appraisal procedures at specialized construction agencies.
Previously, on May 29, according to the Prime Minister's Official Dispatch No. 78, the Ministry of Construction was tasked with urgently reviewing and simplifying 361 administrative procedures and 447 business conditions under its management.
The Prime Minister requested to cut down on construction licensing procedures for projects with detailed plans at a scale of 1/500 or in areas with approved urban designs.
