Having experience in building individual houses for sale and transfer for nearly 10 years, Mr. Nguyen Hoang Son (Hoang Mai district, Hanoi) said that building a 5-storey house in the inner city is extremely difficult due to many paperwork procedures.
"The construction permit dossier includes a construction permit application, construction design drawings, a copy of the land use right certificate and other documents. The regulations are like that, but getting a license is also difficult," Mr. Son shared.
To avoid wasting time traveling and waiting, Mr. Son went to some people called "construction permit brokers" and agreed to spend nearly 20 million VND to get complete construction procedures within 3 weeks.
Mr. Son believes that cutting down on construction procedures is completely reasonable, avoiding inconvenience, time waste and unnecessary costs for people.

According to Mr. Tran Tuan Vu - Deputy Director of Song Vu Construction Design Company, on average, the total cost to apply for a construction permit can be up to tens of millions of VND, if you want to quickly, you have to pay other costs.
"Due to so many cumbersome procedures, some are even very difficult for people, so people often have to rely on construction permit "brokers", many people accept the common payment for their violations, which has led to negativity and harassment," Mr. Vu commented.
Recently, the Prime Minister requested the Ministry of Construction to urgently review, cut and simplify 361 administrative procedures related to production and business activities, 447 business conditions under its management.
In particular, the Ministry of Construction must also shorten the construction licensing procedures for projects with a detailed 1/500 plan or located in areas with urban design. This is of great interest to people and businesses.
Talking with reporters, Lawyer Luong Van Chuong - Ho Chi Minh City Bar Association said that removing the construction permit was agreed by the majority of people and this should have been done many years ago.

"For individual houses in areas with approved 1/500 scale planning, people do not have to apply for a construction permit but only need to register for construction, which is reasonable. This has helped reduce many administrative procedures," said lawyer Chuong.
To facilitate the removal of construction permits, according to lawyer Luong Van Chuong, localities must quickly complete and make transparent the detailed planning system 1/500 and urban architecture management regulations for people to easily look up.
"When removing construction permits, the supervisory role of grassroots authorities such as ward and commune levels is very important. That is, by switching from pre-inspection to post-inspection, local authorities will have to strengthen inspection, supervision of the construction process and strictly handle violations," said lawyer Chuong.
