According to people and businesses, the implementation time of some construction investment projects is still long, through many administrative procedures, the cost of compliance with administrative procedures is still high.
To reform administrative procedures in the field of construction more strongly, substantially, and drastically, Politburo member and Prime Minister Pham Minh Chinh signed Official Dispatch No. 78/CD-TTg on focusing on cutting and simplifying administrative procedures in the field of construction.
The Prime Minister requested the Minister of Construction and Chairmen of People's Committees (PCs) of provinces and centrally run cities to continue implementing assigned tasks and solutions and focus on implementing a number of specific tasks.
Reducing construction licensing procedures for works in construction investment projects with detailed plans at a scale of 1/500 or works in areas with approved urban design.
Reducing subjects that must carry out project and design appraisal procedures at specialized construction agencies.
Review and fully supplement necessary technical standards and regulations in the construction sector, especially regulations on construction planning, to ensure favorable conditions for construction investment activities.
Abolish and amend inappropriate technical standards and regulations, causing waste in investment in construction works.
Cut down on administrative procedures on the construction capacity of enterprises; reduce investment and business conditions in the construction sector.
The Minister of Construction continues to thoroughly study the decentralization of authority to handle administrative procedures on project appraisal, design, construction licensing, inspection of acceptance work, in accordance with the arrangement of administrative units and implementation of the 2-level local government organization model.
Architect Tran Ngoc Chinh - Chairman of the Vietnam Urban Planning and Development Association, former Deputy Minister of Construction - emphasized that the Prime Minister's direction on cutting unnecessary procedures, especially construction licensing procedures, is very reasonable, in line with practical requirements in innovation, both streamlining the payroll and reorganizing the apparatus.
According to him, removing construction licensing procedures also means eliminating the request-grant mechanism. When there is a detailed plan but still have to ask for construction permits, it will take time and lose the people's right to own their land.
This expert added that cutting down on construction permit procedures will help streamline many stages such as meetings, field inspections and shortening waiting time for licensing.
In urban planning, there is a general plan, zoning plan and detailed plan. There are two types of detailed planning: detailed planning 1/2,000 and 1/500.
According to Mr. Chinh, the detailed planning 1/500 is very important because this planning clearly stipulates the ratio of high floors, construction density, how much is the distance from the sidewalk to the house; even some areas clearly state whether there is a basement or not, a tunnel is a basement or a tunnel...
Therefore, if an area has been planned in detail for 1/500, people do not need to apply for a construction permit, but still have to report to the local government. Local authorities must be responsible for supervising whether people are constructing in accordance with regulations or not.
