Building the future
The 50th anniversary of the Liberation of the South and National Reunification Day (taking place in 2025) is a great symbolic historical event, affirming the righteousness, closing the wounds of war and completing the mission of national reconciliation after half a century of construction. If the 50th year is the peak of the event summary, then the 51st year is the beginning of a new cycle, towards the milestone of 100 years since the founding of the country (2045).
Today, "Liberation" no longer has the meaning of expelling foreign invaders, but is to liberate production capacity, liberate resources that are still being hindered by institutional bottlenecks. "Unity" is not only geographical continuity, but also requires high-level unity and synchronization of the political, legal and administrative apparatus.
The Great Victory of Spring 1975 was once a turning point that changed the destiny of the nation on the world geopolitical map, but now, the renovation of the political system after the Party Congress is a new development step, aimed at bringing Vietnam out of the middle-income trap and becoming a developed high-income country.
Success of the Party Congress and the institutional revolution
The historical aftertaste of April 30th this year is deeply intertwined with the atmosphere of strong and drastic renovation after the resounding success of the 14th National Party Congress. The biggest bright spot, the most breakthrough and leaving the deepest mark of the recent Congress is the unprecedented political determination in streamlining the apparatus, merging agencies and organizations to improve the efficiency, effectiveness and efficiency of State management.
The reality of national development over the past decades has shown that a cumbersome apparatus with overlapping functions is the biggest obstacle to development. Deeply aware of this issue, our Party has issued historical decisions. The merger of ministries, departments, and sectors with similar functions, and the streamlining of management focal points from the Central to local levels is not simply a mechanical addition and subtraction calculation or staff reduction.
From the perspective of political science and public administration, this is a Revolution in institutional structure design. This immediately creates a new impetus for the investment and business environment. The country's new opportunities are opened up from this "new development space", where all resources of the State, businesses and people are unlocked, converged and breakthrough.
Speaking about the vital importance of this reform, General Secretary and President To Lam has repeatedly emphasized it with extremely strong messages, of strategic ideological significance. In an important article on the direction of the new era, he clearly pointed out: "The institution is the bottleneck of the bottleneck".
The renovation and arrangement of the organizational structure of the political system to be streamlined, operating effectively and efficiently is an urgent requirement, a key and breakthrough task to bring the country into a new era - the era of national rise. We cannot move quickly and far on a vehicle with too much resistance from the cumbersome and overlapping nature of the system itself.
The General Secretary and President also affirmed that streamlining the apparatus must go hand in hand with innovating the Party's leadership methods, promoting digital transformation and building a contingent of cadres who "dare to think, dare to do, dare to take responsibility". This statement is not only a political order but also a declaration of development. It shows logical, scientific thinking and bravery in facing the most core issues of the internal economy - politics of Vietnam. The renovation and offensive to the stagnation of today's administrative apparatus also requires decisiveness, lightning speed and boldness no less than the spirit of "lightning speed, even lightning speed" of the historic Ho Chi Minh Campaign.
Elevating the country's position
The success of the Party Congress along with the determination to strongly reform the internal affairs immediately created positive spillover effects on the international stage, clearly demonstrated through the diplomatic front. A series of heads of state of major powers and important strategic partners around the world have continuously sent congratulatory letters on the success of the National Party Congress and made state visits to Vietnam. This is proof of two core issues:
First, the world places absolute faith in political stability and consistency in Vietnam's development path. The political system has just gone through the Congress with the spirit of solidarity and consensus, the apparatus has been restructured in a modern and streamlined direction, sending a strong signal to global investors: Vietnam is a safe, reliable and capable destination for development.
Second, this is recognition of Vietnam's increasing geopolitical and geo-economic position in the global supply chain. From the semiconductor industry, artificial intelligence (AI), to green transformation, Vietnam is rising to become an indispensable link. The event of leaders of major countries coming to Vietnam to sign high-tech cooperation agreements, comprehensive strategic partnerships, is not only the success of " bamboo diplomacy" but also the fruit of national internal strength.
The success of diplomacy after the Congress did not only stop at political statements but quickly "institutionalized" into new generation FDI flows, ODA green transformation projects and extensive security and defense cooperation mechanisms. Vietnam, from a country that once suffered the devastation of war, endured siege and embargoes, has now become the convergence center of dialogue, cooperation and global development.
The immortal spirit of April 30th is being reborn in the form of a deep and bold reform of the apparatus and multilateral, self-reliant, and courageous diplomacy. The success of the recent Party Congress, the determination in merging and streamlining institutions, and the solid progress of Vietnamese diplomacy under the leadership of the Central Executive Committee, headed by General Secretary and President To Lam, are the most solid premises.
