Promptly develop, promulgate and organize the implementation of plans for arranging, using, and resolving regimes and policies for people with commune-level HĐKCT; ensure synchronous completion with the completion time of village and residential group arrangement, before June 30, 2026.
In Hanoi, the City Department of Home Affairs has just issued a plan to inspect and test to receive commune-level HĐKCT people into civil servants at the People's Committees of communes and wards in the city in 2026.
According to the plan, Hanoi is expected to receive 230 targets to supplement the team of civil servants with practical experience, meeting task requirements.
The subjects considered for admission are commune-level HĐKCT before July 1, 2025, who fully meet the conditions for registering for civil servant recruitment according to the provisions of the Law on Cadres and Civil Servants.
In addition, candidates must have at least 5 years of work with compulsory social insurance contributions in positions suitable for the job, expected job position to be received. In case the working time is not continuous but has not received one-time social insurance benefits, it will be accumulated according to regulations.
In Ho Chi Minh City, the Department of Home Affairs has just sent a document to agencies and units requesting comments on the draft Resolution regulating additional support regimes for people with commune-level voter registration.

According to statistics, Ho Chi Minh City has about 5,017 political candidates, who are being arranged to support work at the Party bloc, Fatherland Front, and commune-level government.
However, it is expected that only about 944 HĐKCT people can be considered for recruitment into civil servants and public employees according to regulations.
Thus, there are still 4,073 political candidates who need to have plans to arrange and resolve regimes and policies when implementing the termination of use on May 31, 2026.
The People's Committee of Ho Chi Minh City proposes to support 1.5 times the base salary for each year of work for cases where HĐKCT people after completing their activities are not elected or re-recruited into agencies, organizations, and units receiving salaries from the state budget or are not arranged to work in neighborhoods, hamlets, villages, and residential areas. According to calculations, corresponding to the support level of 3,510,000 VND/year of work.
Support 1.0 times the base salary level for each year of work for cases where people with HĐKCT after completing their activities are re-elected and recruited into agencies, organizations, and units receiving salaries from the state budget or not being arranged to work in neighborhoods, hamlets, villages, and residential areas. According to calculations, corresponding to the support level of 2,340,000 VND/year of work.
The total estimated budget to support 4,703 cases of HĐKCT people is 95,308,200,000 VND.
The Ho Chi Minh City People's Committee proposed to submit for promulgation the Resolution of the Ho Chi Minh City People's Council stipulating the support regime of 95,308,200,000 VND at the specialized meeting in May 2026, with an expected effective date from the date of approval.
The People's Committee of Nghe An province has just issued a plan to recruit 165 HĐKCT people to work as civil servants in commune-level government at 63 communes throughout the province.
According to the report, the commune-level government bloc of the province currently has 4,812 officials and civil servants, lacking 398 staff positions compared to the assigned target.
The reception of HĐKCT people into commune-level civil servants aims to supplement a team with professional qualifications and nghiệp vụ suitable for job positions in localities lacking human resources.
