Ca Mau Provincial Party Committee has issued Resolution 16-NQ/TU on building rural transport in the 2026-2030 period, setting a goal to complete the road network to hamlets and villages.
Investment must be focused and key, implemented according to the principle of "road to where, bridge to there", without evenly dividing resources between localities, without spreading investment. Routes with completed roadbeds, people agreeing to donate land, and capable of performing counterpart tasks will be prioritized.
Based on Resolution 16-NQ/TU, Ca Mau Provincial People's Committee approved the rural transport development project for the period 2026-2030. The total cost of implementation is about 14,048 billion VND, including 12,397 billion VND from the State budget, 1,421 billion VND of socialization for bridge construction, and about 230 billion VND for people's participation.
In the 2026-2027 period, the province will focus on concretizing 1,251 routes, about 2,160km long; and prepare roadbeds and culverts for 815 routes, about 1,437km long. About 738 bridges and 8,064 culverts will be built and repaired.
In the 2028-2030 period, the province upgrades 538 damaged and flooded routes with a length of about 1,072km; expands and upgrades 1,485 inter-commune and inter-hamlet connection routes with about 3,801km. Routes that have prepared the foundation from the previous period will continue to be concreted.
The selection of routes is determined according to actual needs, prioritizing roads serving crowded residential areas, schools, medical facilities, administrative centers, concentrated production areas, routes directly connected to provincial roads and national highways. Routes combining traffic with flood and landslide prevention are also considered.
One point that Resolution 16-NQ/TU especially noted is to promote the role of the people but not turn contributions into burdens.
People can participate by donating land, relocating works, building roadbeds themselves, making culverts for production, contributing money, materials or working days. The corresponding contribution level is determined to be 0%, 10%, 20% or 30%, depending on the actual conditions of each locality and each route.
This approach aims to avoid the situation of egalitarianism in mobilization. The overarching principle is voluntary, democratic, public, and not coercive.
Mr. Le Hoang Vu - Vice Chairman of Vinh Loc Commune People's Committee, Ca Mau - said: Before deploying each route, the Commune People's Committee organizes people's meetings to publicize plans, record opinions, and the level of consensus in land donation, relocation of works, and implementation of counterpart tasks. Data must reflect reality, and must not be mobilized beyond the capacity of the people.
This is also a requirement to implement the motto "People know, people discuss, people do, people check, people supervise, people benefit" that Resolution 16-NQ/TU sets out in the process of building rural transport.
The goal by 2030 is not only to concretize roads to hamlets and villages, but also to form a transportation network connecting residential areas and production areas with major roads, creating favorable conditions for people to travel and transport goods.
