Heavy rain causes flooding and landslides in many places
On September 13, heavy rain still occurred in many land border communes of Quang Tri province, causing water at some overflowing bridges, village roads and roads to the commune center to rise about 1-2m.
Flooding points were recorded in La Lay, Dakrong, A Doi, Lia, Lao Bao, Huong Phung, Kim Ngan, Truong Son, Thuong Trach and Kim Phu communes. In many locations, the water has not receded, people and vehicles cannot move. Prolonged heavy rain also caused a series of landslides on traffic routes in the border area.
At Km10 National Highway 15D, the road to La Lay International Border Gate, about 40m3 of soil and rock slid down the road surface, causing traffic to be cut off. On the concrete road about 300m from Ba Nang Border Guard Station, about 4m3 of soil and rock slid down. At Km23 of the border patrol road, Sa Tram - Pa Ling area, about 60m3 of soil and rock covered the road surface. The road connecting Truong Son commune with the former Truong Xuan commune area also appeared a landslide point about 4km from Truong Son bridge, with an estimated volume of about 30m3 of soil and rock.
According to Road Management Zone II, at about 9:30 am on September 13, the positive slope at Km255+500 of the Ho Chi Minh Road West branch was landslide due to heavy rain, causing traffic congestion on the Dakrong - A Luoi route. Functional forces have arranged barriers and warnings at Km249+728, Dakrong bridge area, prohibiting people and vehicles from traveling; and at the same time mobilized machinery to treat soil and rocks to quickly clear the route.
In Hue City, widespread heavy rain from the evening of September 10th to the morning of September 13th, commonly 250-500mm; Bach Ma peak alone reached 1,250mm. Rain caused landslides of the foundation of a house in A Luoi 1 commune and landslides of the positive taluy on National Highway 49, disrupting traffic for about 30 minutes.
Rain and wind also affect operations at sea. At noon on September 12, fishing vessel TTH-30115-TS anchored at Thuan An port was sunk by large waves, Border Guard forces coordinated to salvage it. On the same day, cargo ship STAR CITY with a tonnage of 24,000 tons ran aground in Binh An - Chan May Bay. There are 17 crew members and more than 240 tons of oil on board; no punctures have been recorded. Rescue work cannot be deployed due to bad weather.
Soldiers promptly support flood victims
Faced with the complicated developments of rain and floods, Quang Tri Border Guard Command requested units to coordinate with localities to review areas at risk of landslides, flash floods, flooding, and isolation to proactively respond.
By noon on September 13, Lao Bao International Border Gate Border Guard Station and A Vao Border Guard Station and other forces had supported the relocation of 143 households with 460 people from dangerous areas, bringing people to safe shelters. In Lao Bao commune alone, from early morning on September 13 to noon, it rained white, and the Se Pon River water continuously rose. More than 160 households have been relocated, but many low-lying residential areas are still facing the risk of deep flooding.
Lieutenant Colonel Ho Le Luan - Political Commissar of Lao Bao International Border Gate Border Guard Station - informed that the unit has mobilized 50 officers and soldiers to the area to support people. From electronic equipment, food, foodstuffs, tables and chairs, mattresses to livestock such as pigs and chickens, all are brought to the high-lying area by officers, soldiers and people.
Ms. Dinh Thi Phuong, residing in Trieu Phuoc village, Lao Bao commune, said that the Se Pon River water rose rapidly at night, making her family unable to react in time. Thanks to the timely presence of soldiers and local authorities, many items and property were taken out of the flooded area.
Colonel Trinh Thanh Binh - Commander of the Border Guard Command of Quang Tri province - informed that the unit has implemented disaster response plans according to the "4 on-site" motto, maintaining personnel and vehicles on duty 24/24 hours. Task forces continue to stick to the area, review locations at risk of landslides, deep flooding, and isolation; arrange forces at key points to be ready to rescue and relocate people when necessary.
According to forecasts, by the end of September 15, Hue, Quang Tri and neighboring areas will continue to have heavy rain, with very heavy rain in some places. The risk of flash floods and landslides in mountainous areas, slopes and deep flooding in low-lying areas is still high.
