Most of the debt is prolonged

Statistics from Ca Mau Social Insurance show that most enterprises that owe social insurance for a long time operate in the seafood processing sector. These enterprises have owed for many years and have a large number of employees. For example: Quoc Viet Seafood Processing and Import-Export Trading Joint Stock Company is 82 months late in paying social insurance, owing more than 42 billion VND; Cadovimex Seafood Import-Export Processing and Export-Export Joint Stock Company is late, owing nearly 28 billion VND, 135 months late in paying; Camimex Joint Stock Company owes over 5 billion VND, of 1,309 employees...

Not only have they been late in paying in a short time, many units have been stuck with debt for many consecutive years, with the amount amount reaching tens of billions of VND. This causes workers to have interruptions in their insurance participation process, leading to difficulties in resolving policies such as sickness, maternity, work accidents or pensions later.

According to Ca Mau Social Insurance, this agency and functional units have made efforts to apply measures such as sending warnings, working directly, organizing inspections... but this situation has not been completely overcome. In addition to some businesses that are facing financial difficulties, there are many cases of intentional responsibility delay, affecting the rights of employees as well as the stability of the insurance fund.

Faced with this pressure, Ca Mau Social Insurance has proactively implemented more synchronous and in-depth solutions. Since the beginning of October, under the direction of Vietnam Social Insurance, the entire industry has focused on reviewing and closely monitoring the situation of each unit showing signs of outstanding debt, while strengthening coordination between departments and grassroots social insurance agencies to work directly with enterprises. In addition to propagating and mobilizing businesses to comply with regulations, violations are also inspected and handled promptly

Determined to protect workers' rights

Mr. Le Hung Cuong said that debt collection is to protect workers, maintain a fair and stable working environment. That is also a way to strengthen people's trust in insurance policies, an important pillar in the social security system.

In the coming time, the provincial Social Insurance will continue to closely coordinate with functional agencies and local authorities to strengthen thematic inspections, strictly handle violations, and continue to propagate and encourage businesses to comply with insurance payment obligations. The goal is not only to ensure immediate rights but also to move towards a more sustainable social security for the entire working community in the province.

According to Ca Mau Social Insurance, to protect the rights of employees, in recent times, Ca Mau Social Insurance has increased inspection and collection of late payment fees. However, besides some units facing real difficulties, there are still many enterprises that deliberately delay payment and evade social insurance and health insurance payments, affecting the rights of thousands of employees.

The 2024 Social Insurance Law clearly defines the behavior of late payment and evasion of social insurance and health insurance payment. The responsibility for late payment of social insurance and health insurance includes: Compulsory payment of the full amount of late payment; payment of an amount equal to 0.03%/day calculated on the amount of evasion of social insurance and unemployment insurance and the number of days of evasion of payment to the social insurance and health insurance fund; administrative sanctions according to regulations; not considering awarding emulation titles or forms of commendation.

For the act of evasion of social insurance and health insurance: Compulsory payment of the full amount of evasion; payment of an amount equal to 0.03%/day calculated on the amount of evasion of social insurance and unemployment insurance and the number of days of evasion to the social insurance and health insurance fund; administrative sanctions or criminal prosecution according to regulations (this is a notable new point, especially for social insurance); no emulation titles or forms of commendation are considered.
