Opening the door to jobs abroad
Job creation and sustainable poverty reduction are being identified by Ca Mau as a key task. In which, sending workers to work abroad under contract is considered a breakthrough solution to improve income, skills, quality of human resources, and expand development opportunities.
In 2026, the job opportunities abroad for Ca Mau workers continue to expand with many orders in Japan, Korea, Taiwan (China). If previously workers mainly worked in the seafood processing sector, the recruitment demand is shifting strongly to skilled groups such as mechanics, electronics, and technology equipment.

Along with that, short-term seasonal workers abroad are increasingly attracting rural workers thanks to flexible recruitment conditions, short working hours, and stable income.
According to the Department of Home Affairs, Ca Mau currently has more than 1.1 million workers working, the rate of trained workers reaches about 65%. In the first 6 months of the year, the whole province created jobs for 30,792/59,000 workers, reaching 52.2% of the annual plan.
Among these, 12,389 people were employed in the province, 17,173 people were provided to work abroad, and 1,230 workers went to work abroad under contract.
However, the quality of human resources is still an issue that needs to be improved. The proportion of workers with degrees and certificates only reaches about 27.5% of the total number of trained workers. The whole province still has nearly 23,000 people without stable jobs; digital skills, foreign languages, and industrial style of a part of the labor force are still limited.
Mr. Nguyen Minh Nhut - Director of Ca Mau Department of Home Affairs - said that promoting the connection of labor supply and demand, especially sending workers to work abroad under contracts, is one of the important solutions.
How to escape poverty sustainably
Ca Mau Provincial People's Committee assigned specific targets to each locality, aiming for the goal of 100% of communes and wards having workers going abroad to work. Party committees and local authorities established Steering Committees and issued plans to implement the Project "Taking workers to work abroad under contract" annually.
In An Xuyen ward, the locality sets a target of sending 34 workers to work abroad each year. Mr. Luong Tung Lam - Vice Chairman of An Xuyen Ward People's Committee - said that the ward strives to ensure that 100% of workers participating in the program are trained in foreign languages, orientation education, and full legal advice before leaving the country.

Mr. Nguyen Dong Khoi - Vice Chairman of Hong Dan Commune People's Committee - said that in the past 5 years, the locality has sent nearly 1,000 workers to work abroad under contracts and seasonal jobs. Along with creating job opportunities, the commune promotes the role of socio-political organizations in propaganda and career orientation for union members, association members, students, and pupils. According to Mr. Khoi, this is an important solution to create jobs, contribute to sustainable poverty reduction, and promote socio-economic development.

The program to send workers to work abroad is being implemented by Ca Mau in a direction close to market demand, focusing on quality instead of quantity. When equipped with foreign languages, occupations, and legal knowledge before leaving the country, workers have more opportunities to increase income, accumulate experience, and return to contribute to their homeland. This is also a practical direction for Ca Mau to create sustainable livelihoods and reduce poverty in the long term.
