This Decree stipulates the regime and policies for senior experts at Party and State agencies at the Central level, including: Central Organization Committee; Central Propaganda and Mass Mobilization Committee; Central Internal Affairs Committee; Central Policy and Strategy Committee; Central Inspection Committee Agency; Central Party Office; Office of the President; Government Office; Office of the National Assembly.
The subjects of application are those who meet the standards and conditions appointed by competent authorities according to Regulation No. 180-QD/TW dated July 11, 2024 of the Secretariat on senior experts, including: Cadres, civil servants, public employees; Retired people or people working outside the political system (not cadres, civil servants, public employees).
Notably, the draft Decree clearly states: In case of holding a leadership or management position with a position allowance coefficient of 1.3 or higher, they are entitled to the following regimes and policies: Salary is arranged at level 3, salary coefficient 10.0 of the Senior Expert Salary Table issued with Decree No. 204/2004/ND-CP; enjoy policies and regimes related to public service activities equivalent to the position of Minister.
The budget for implementing the regime and policies for senior experts is allocated from the state budget according to the current decentralization.
The Ministry of Finance shall submit to competent authorities to arrange funding for implementing the regime and policies for senior experts specified in this Decree according to the law on state budget decentralization.
According to the Ministry of Home Affairs, on July 11, 2024, the Secretariat issued Regulation No. 180-QD/TW on senior experts, assigning the Government to issue regulations on regimes and policies for senior experts and guide the use of senior experts who are foreigners and overseas Vietnamese.
However, after reviewing the regimes and policies related to senior experts, there is only the Senior Expert Salary Table attached to Decree 204/2004/ND-CP dated December 14, 2004 of the Government on salary regimes for cadres, civil servants, public employees and armed forces.
Accordingly, it is necessary to develop better policies to promote and effectively use a team of highly qualified and experienced cadres working in consulting agencies at the central level in the current period.
