Lao Dong Newspaper has just published a series of articles reflecting the illegal construction of houses and factories on agricultural land in Song Phuong Commune (Hoai Duc District), Dai Mo Ward (Nam Tu Liem District, Hanoi City). Immediately after the series of articles were published, on March 19, Song Phuong Commune People's Committee in coordination with the functional agencies of Hoai Duc district carried out forced demolition of illegal construction works on agricultural land in 9 cases.
According to Lao Dong, the violations are all subject to building factories on agricultural land, with a scale of hundreds of square meters. Due to the previous mobilization of the government, some households voluntarily dismantled the illegal construction; some households deliberately did not comply, did not voluntarily dismantle, and were thoroughly enforced by the authorities of Hoai Duc district and Song Phuong commune.




Chairman of Song Phuong Commune People's Committee Do Van Toan said that the traffic infrastructure in Song Phuong has been completed, the rural surface is getting more and more spacious, and at the same time, the information that Hoai Duc district is preparing to become a district has caused land prices here to start "dancing". Residential land prices are increasing rapidly, also leading to agricultural land prices, which has many consequences.
"In the coming time, the commune government will complete the working group to handle land violations, strengthen the detection and handling of violations. Continue to review on site the violating constructions to thoroughly and decisively handle them.
At the same time, complete the plan to enforce existing violations; mobilize people to voluntarily dismantle illegal constructions to limit damage. Strengthen propaganda on the broadcasting system about handling illegal constructions so that people know and comply" - Mr. Toan said.
Previously, on March 12, Vice Chairman of Song Phuong Commune People's Committee - Mr. Nguyen Duc Chien signed Official Letter No. 131 to Song Phuong Commune Police Chief requesting verification and clarification of the information reported by Lao Dong Newspaper.
According to the document: On March 12, 2025, Lao Dong Newspaper reflected 2 articles: "The trick of turning agricultural land into housing in Hanoi"; and "Act with the law to build hundreds of thousands of houses on agricultural land in Hanoi".
To ensure discipline, Song Phuong Commune People's Committee requested the Commune Police to investigate, check, verify and clarify the above-mentioned press reports; resolutely handle violations according to the provisions of law. In case of negativity, it is recommended that the commune police prepare a file and report to the superior agency for strict handling.
Along with the document directing the handling of house construction on agricultural land, Song Phuong Commune People's Committee issued Decision No. 94 to administratively sanction Mr. Ha Nhat Linh (born in 1972) for administrative violations in the field of land: Using agricultural land to non-agricultural land without permission from a competent State agency.
According to the penalty document, Mr. Linh built an iron frame surrounded by corrugated iron walls and glass with a total area of 156m2 in Sau Cau area, Song Phuong commune. The fine is 4 million VND. At the same time, Mr. Ha Nhat Linh was forced to dismantle all illegal constructions on agricultural land, restore the original state of land use and use the land for the right purpose.
